ACCOUNTING SPECIALIST (Martinsville, VA)

The Accounting Specialist is responsible for accounts payable, accounts receivable, posting journals, payroll, budget requests, vendor maintenance and correspondence, asset management, insurance claims, and other duties assigned. Under the general supervision of the Finance Director, the employee applies generally accepted accounting principles to prepare and maintain financial and related records. The Finance Department is a fast-paced, diverse, and citizen-focused operation that is responsible for the management, accounting, and reporting of the City's financial position, processing payroll, executing fair and competitive procurement opportunities, and managing the City's operating and enterprise funds budgets.

ASSISTANT CITY MANAGER (Martinsville, VA)

Performs complex professional and administrative work assisting and advising the City Manager in the overall management and administration of the City government and helping to ensure that administrative duties for which the City Manager is responsible are accomplished. Responsible for planning, directing, managing, and supervising the day-to-day economic development operations for the City of Martinsville. Serves as City Manager in his/her absence. The employee manages several City departments and/or divisions and performs a variety of assignments relating to the general administration, planning and evaluation of the operations and programs of City Government. The employee will also coordinate economic and industrial development programs within the City of Martinsville. Significant projects may be assigned by the City Manager and involve a high level of expertise, coordination, analysis, and political sensitivity. The employee investigates and resolves complaints, questions, and concerns from City Council members, City staff, public and private agencies, and the general public. Work is performed under the general direction of the City Manager.

COMMUNITY DEVELOPMENT SPECIALIST (Martinsville, VA)

This is professional, administrative, and skilled technical work within the Department of Community Development. Work includes the coordination and management of various economic and/or development, redevelopment, and special project activities. Three focus areas of the position includes urban planning, economic development, and housing/neighborhood revitalization. The work consists of the direction, coordination, and management of professional planning functions including comprehensive planning, neighborhood planning, project management, site development and design, business and industrial marketing, strategic planning, and basic master planning. Work also includes the research and administration of various state and federal grant programs [e.g. Community Development Block Grant (CDBG), Transportation Enhancement (ISTEA/TEA-21), and Historic Resources (DHR).

Position serves as staff support to the City Council, Planning Commission, Board of Zoning Appeals, Architectural Review Board, and other Council appointed Boards and Commissions. Work involves the continuous interaction with citizens, businesses, neighborhood and civic organizations, governmental agencies, and other city departments. Work is performed according to general guidelines and policies issued by the appropriate governmental agencies, and work is performed independently with minimal, general supervision. Work consists of the acquisition and effective use of a variety of professional consultant services, and includes planning, organizing, scheduling and assigning work activities. Coordination with other professional, technical, and clerical personnel is required. Position serves as "deputy" Community Development Director during Director's absence.

City Attorney (Martinsville, VA)

The City of Martinsville is seeking Letters of Interest from qualified individuals to serve as the City Attorney for the City of Martinsville, Virginia. The City Attorney is a contract position hired directly by Martinsville City Council. General requirements of the position include (but are not limited to):

• Must be licensed to practice under the laws of the Commonwealth of Virginia with at least five (5) years of active practice immediately preceding the appointment by City Council
• Acts as legal advisor to the Council, City Manager, department heads, City boards, etc. Provide interpretations of codes, ordinances, statutes, legal and legislative proceedings, etc. as may be necessary.
• Prepares ordinances, deeds, contracts, agreements, leases, and other assorted legal documents as may be necessary to transact the business of the Council and City;
• Attends Council meetings in person, or assigns an assistant to do so;
• Institute, prosecute, and participate in legal proceedings necessary to protect the interest of the City;

DEPUTY CITY COUNCIL CLERK (Martinsville, VA)

The Deputy Council Clerk is accountable to the Mayor, City Council, and City Manager. Will serve as a liaison between the Council, Mayor, City Manager, and Administrative Staff. Attends all Council meetings and keeps a record of all the proceedings; signs and attests all ordinances, resolutions, or other acts of the Council and is the custodian of all official records of the legislative branch. The Clerk, therefore, is responsible for the preservation of the official actions of the governing body through the journals of Council, ordinances, and resolutions.

The Deputy Clerk of Council is responsible for fulfilling duties specified in the Charter, Codified Ordinances, Council Policies, Boards and Commissions coordination, and additional tasks delegated by Council and or the City Manager. The City Manager approves the Deputy Clerk of Council's work and hours, working closely with the Mayor and City Council.

ELECTRICAL AND ELECTRONICS TECHNICIAN (Martinsville, VA)

Performs responsible skilled electronic and electrical work in the installation, maintenance and
repair of various types of electronic transmitters, receivers, recorders, motors and electrical distribution
components. Work is performed under the supervision of the Water/Wastewater Plant Maintenance
Supervisor.

EMT (Transport Division) (Martinsville, VA)

The City of Martinsville Fire & EMS Department is accepting applications for full-time and/or part-time emergency medical technicians (EMT) and Paramedics to staff an ambulance for its Patient Transport Division. The Patient Transport Division will provide non-emergent ambulance transport for non-ambulatory patients discharged from Sovah Health - Martinsville to locations within the Martinsville and Henry County region.
Applicants must meet the following requirements: (1) possess a high school diploma or equivalent; (2) be at least 18 years of age; (3) possess a valid Virginia driver's license; (4) have satisfactory employment and background investigation; and (5) currently possess a minimum of Virginia EMT and EVOC certification. Preference is given to applicants with two years or more experience and Paramedic certification.
Based on EMS certification level, full-time starting pay is $37,448 up to $46,690 annually for full time positions.
Part time pay rates: EMT - $18.00/Hour, Enhanced/Advanced - $19.50/Hour, Paramedic - $21.00/Hour.
Pre-employment physical and drug test are required for selected applicants. In addition, interview information will be provided to selected applicants.

FIREFIGHTER/EMS PART-TIME (Martinsville, VA)

The City of Martinsville Fire & EMS Department, is testing for current part-time positions. Minimum requirements: possess a high school diploma or equivalent, be at least 18 years of age, possess a valid Virginia driver's license, have current Virginia firefighter/EMT and/or Paramedic certification(s), EVOC III training, and pass a satisfactory employment and background investigation. Preference given to applicants holding ALS certifications.
Starting part-time pay range - $18.58 to $21.08/hour, based on Virginia firefighter/EMS certification.

GEOGRAPHIC INFORMATION SPECIALIST (Martinsville, VA)

This is advanced and skilled professional field and office civil engineering work. Work involves organizing and maintaining the City's overall topographic base maps and GIS system; preparing plans and exhibits using computer software; developing and maintaining shared databases of maps, images, and ortho-photos for access through the City's web site; developing and maintaining financial control systems to ensure compliance with local, state, and federal regulations; and supervising all phases of mapping projects and GIS activities. Work also involves the application of paraprofessional engineering knowledge gained through training or experience in a variety of engineering and planning problems in the field or office. Work is performed under the general supervision of the Public Works Director who makes general assignments and inspects work to ensure accuracy and conformity with accepted engineering principles.

Police Officer (Martinsville, VA)

The City of Martinsville, VA, is seeking qualified applicants for the position of Police Officer. For certified applicants, possess a current Virginia law enforcement certification or have relinquished certification within two years preceding date of hire. Must have completed one consecutive year of sworn service upon completion of a field training program. Must have left former agency in good standing to be considered. For all applicants high school diploma or GED; must be a US citizen; successful applicants must pass a physical agility test, possess or be eligible for a Virginia driver's license with no more than six demerit points in the past twelve months and no DUI conviction within the past five years; binocular vision of 20/25 corrected; weight in proportion to height; no conviction of felonies and/or habitual misdemeanors; no conviction of, or guilty plea or no contest pleas to: misdemeanor involving moral turpitude, including petit larceny; any misdemeanor sex offense; or any domestic assault; pass an extensive background investigation which includes a polygraph, psychological, medical and drug screening.

Utility Maintenance Worker (Martinsville, VA)

This is skilled labor and trades work performing a variety of construction, repair, and maintenance assignments that require the use of specialized tools and equipment. Open until filled.

WATER/WASTEWATER PLANT MAINTENANCE SUPERVISOR (Martinsville, VA)

This is supervisory and skilled work in the maintenance and repair of mechanical, electrical and control equipment at the water and wastewater treatment plants and related water storage and pump station facilities. Supervision is exercised over mechanics and other maintenance personnel. Employees in this class make more difficult repairs and take the lead in the performance of maintenance tasks. Work assignments come from the Water and Wastewater Plants Manager directly and by observation in the process of inspection, and are reviewed upon completion.
