Code Compliance Inspector (Martinsville, VA)

Performs highly responsible, skilled, technical, and administrative work within the Community Development/Inspections Department. Under general supervision, this position is responsible for performing inspections of buildings and properties for compliance with federal and state codes and local ordinances. This position requires certification and demonstrated skills in construction, building codes, related laws, public education, media relations, administrative tasks, and strong customer service skills. This position requires knowledge of the methods of investigation utilized in code compliance inspections.

There are 3 levels of Codes Compliance Inspectors, Part-Time, I, and II. These levels are distinguished by level of work performed, type of work performed, qualifications and certifications, and experience. Appointment to each position is not automatic, but based on availability at the time of application.

Customer Service Representative (Martinsville, VA)

This is responsible office support work in the Utility Billing Division which involves responding to a high volume of customer inquiries/complaints regarding their utility accounts. Work requires responding courteously and effectively to customer inquiries, which are sometimes controversial or adversarial; work well under pressure, analyze customer needs, and provide exceptional customer service. Work includes explaining services, policies, and procedures, or directing customers to appropriate individuals, departments or agencies.
Work involves responsibility for responding to and follow-up on citizens' inquiries/complaints, accuracy in placing and answering calls and inquiries, remembering names and office locations of personnel to achieve satisfactory problem resolution and providing general receptionist services. Work requires public contact, mental alertness, tact, accuracy, discretion and confidentiality in handling delegated administrative details. Work is performed in accordance with established practices under the general supervision and review of the Utility Billing Supervisor and is subject to review by the Director of Utilities.

ELECTRIC SERVICE TECHNICIAN (Martinsville, VA)

This is normal and semiskilled work assisting line and substation/meter technicians in a variety of tasks, including operation of line trucks, digging holes, setting poles and anchor lines, and installing, repairing, maintaining, and testing of meters, relays and substation equipment. An employee of this class performs required duties and other assigned tasks in training to become a technician. Most of the work is performed on the ground; however, an employee in this class will do some climbing during the course of training. Work is performed in accordance with safety rules, practices, and OSHA regulations, and is assigned and reviewed by a technician or supervisor while in progress or upon completion. The work schedule may be changed at any time.

FIREFIGHTER/EMS FULL-TIME and PART-TIME (Martinsville, VA)

FIREFIGHTER/EMS FULL-TIME and PART-TIME
The City of Martinsville Fire & EMS Department is testing for full-time and part-time positions.

Full-Time Minimum Requirements: Must possess a high school diploma or equivalent, be at least 18 years of age, and possess a valid Virginia driver's license. Preference is given to applicants holding current Virginia Firefighter I and EMT certifications.

Part-Time Minimum Requirements: Must possess a high school diploma or equivalent, be at least 18 years of age, and possess a valid Virginia driver's license. Must also have a minimum of Virginia Firefighter I, EMT-B, and EVOC Level III.

The starting full-time pay range for certified hires, based on Virginia Firefighter and EMS certifications, is $45,455 - $51,367.
The starting full-time pay range for non-certified hires is $41,229 - $43,290 until academy training is complete.
The pay range for Part-Time Firefighters, based on Virginia Firefighter and EMS certifications, is $18.95 - $21.50.

A $3,500 - $6,000 hire-on bonus is offered for new certified full-time personnel based on Virginia Firefighter and EMS certifications.

Full-time benefits include Virginia Retirement System options, paid sick leave, holiday and vacation time options, health insurance options, hazardous duty pay options, higher education incentives, and more.
Candidates must successfully complete physical agility and EMS assessment testing. Testing information will be provided to selected applicants.
Pre-employment physical, background investigation, and drug test required for selected applicants.
If selected, candidates are required to obtain their Paramedic certification within three years of employment.

MANAGING DIRECTOR OF DEVELOPMENT (Martinsville, VA)

This is a senior-level managerial and advanced professional planning position that involves coordinating the City's planning, inspection, and economic development activities. Reporting directly to the City Manager, the role requires overseeing the development and revision of comprehensive and neighborhood plans, promoting and developing industrial, commercial, and residential areas, and supervising zoning and inspection activities. The position also provides staff support for the Planning Commission and the Industrial Development Authority (IDA) board. The work involves administering state and federal grant programs, fostering public-private partnerships, and supporting economic growth initiatives.

The employee supervises technical and clerical staff, acquires professional consultant services, and manages the planning and assignment of work activities. The role demands considerable technical independence and adherence to general guidelines and policies issued by relevant governmental agencies.

Part-Time Custodian (Martinsville, VA)

This is manual work in the care and cleaning of public buildings. Work involves responsibility for the efficient performance of a variety of custodial and minor building maintenance tasks of an arduous nature in and around public buildings. Work is generally performed in accordance with established procedures, but specific instructions may be given on unusual jobs or problems. Work is subject to inspection by the Director of Public Works or the Public Works Field Superintendent.

Refuse Supervisor (Martinsville, VA)

This is supervisory work in the maintenance, repair, and construction of public works facilities, systems, and related operations. Work involves responsibility of supervising, training, and assisting other assigned workers in the maintenance and construction of public facilities. An employee of this class generally follows standard methods and techniques in maintenance and construction activities and is expected to exercise independent judgment in the completion of regular day-to-day activities.

Refuse Worker (Martinsville, VA)

The Refuse Collector collects garbage as part of a refuse collection crew. This is routine but heavy manual work and may be performed under adverse weather conditions. Employees regularly perform their tasks at a rapid pace. Employees work under the general supervision of the Crew Supervisor and may provide leadership to other employees and/or crew members as assigned.

Utility Maintenance Worker (Martinsville, VA)

This is skilled labor and trades work performing a variety of construction, repair, and maintenance assignments that require the use of specialized tools and equipment. Work involves the responsibility for the safe and efficient operation of equipment used in construction and maintenance repair activities. Work is distinguished by the level of work performed and the combination and variety of skills required. Employees work under the general supervision of the Crew Supervisor and may provide leadership to other employees and/or crew members as assigned.
