General Description:
This position’s purpose is to support The United States Coast Guard’s Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Service Center (C5ISC) enterprise and solution architecture development efforts in data modeling and analysis.

This mid-level position is a part of a contract support team for the Coast Guard (CG) Enterprise Architecture program. C5ISC develops and supports the USCG’s C5I products and services that end users use at Coast Guard shoreside command and control units, cutters, and small boats throughout the United States and in select international locations. Sponsors at Coast Guard Headquarters provide high-level Operational and Functional requirements to C5ISC for developing new solutions or major improvements/upgrades to existing systems. The architect will facilitate the capture, definition, and analysis of data used as a part of operational and functional requirements to support the C5ISC leadership and engineers with architecture development to specify requirements to guide system engineering, integration, and modernization efforts.


Minimum Qualifications:
5+ years of demonstrated data modeling experience. Experience with formal data modeling notations (e.g., UML, ERD, IDEF1X). Experience using the data concepts expressed within the Department of Defense Architecture Framework (DoDAF), Federal Enterprise Architecture Framework (FEAF), and Unified Architecture Framework (UAF). Bachelor’s degree in Management Information Systems, Computer Science, Computer Information Systems, or equivalent Information Technology discipline.

Experience/Skills:
Strong team and collaboration skills. Ability to work as a team and take direction from senior architects. Demonstrate ability to deliver under tight timelines. Must be able to demonstrate knowledge of:
 
  • Data standards and industry guidance (e.g., DAMA-DMBOK, ISO 8000:2016, etc.)
  • Proficiency in industry-standard techniques for data modeling. The candidate must be proficient in 3rd normal form relational modeling.
  • Proficiency in dimensional modeling and experience with analytical processing
  • Data model schemas to include relational, object-oriented, network, and entity-relationship
  • Data modeling notations to include UML, ERD, IDEF1X
  • Robust analytical, data profiling, and problem-solving skills
  • Data governance and ability to work across multiple projects in a federated architecture environment
  • Teaming and communication skills
  • Robust situational analysis and decision-making abilities
  • Data modeling tools

Job Description:
  • Engage the operational users to assess their information needs
  • Engage with enterprise architects and stakeholders to conceptualize the entities that interoperate with the operational process
  • Determine how the various entities are related and develop entity relationship diagrams that represent the connections among the entities
  • Identify each data entity’s characteristics and properties and ensure that entity differentiation with the model
  • Develop a logical data model and validate the model to ensure that it serves the needs of the solution architecture and its stakeholders (e.g., consumers)
  • Transform the logical representations of the model into a physical representation and work with solution architects (e.g., application and database developers) to instantiate and manage the data
  • Maintain the resulting data models’ metadata, structure, and semantics.
  • Establish standards and practice guidelines for designing and maintaining solution architecture data models
