Nature of Work:
This is highly responsible administrative work in planning, organizing, and directing all operations and activities of the municipal Police Department.  Work involves responsibility for planning, organizing, developing, implementing, and evaluating programs of police services to the citizens of the City.  Work also involves direct or indirect supervision through subordinate supervisory personnel of all personnel assigned to the Police Department.  An employee in this class is responsible for evaluating police service needs and developing, implementing, and maintaining operational policies, methods, and procedures to protect life and property within the City.  General administrative direction is received from the City Manager, who reviews work for adherence to policies through conferences and reports prepared.

Examples of Work
  • Plans, develops, modifies, implements, and evaluates programs of police services for citizens of the City; develops and installs procedures, policies, rules, and regulations for all departmental fields--investigative, records, and general office work. Oversees and supports departmental accreditation in accordance with law enforcement best practices.
  • Prepares or assists in the preparation of equipment and general operating budget requests; directs and contracts the expenditure of budget appropriations; prepares equipment specifications and approves related purchasing; prepares or supervises the preparation of the annual report; approves equipment purchases.
  • Reviews personnel performance through performance rating and reports prepared; recommends merit pay actions; institutes disciplinary actions; recruits, selects and promotes subordinate personnel; selects and approves personnel for training; investigates complaints against the department or individual officers; develops rules and regulations; approves department operations; approves employee activities; participates in the employee recruitment process; selects new employees; approves training programs; develops training programs; maintains employee discipline; sets department direction; provides employee counseling.
  • Plans, directs, supervises through subordinate supervisors, and coordinates all operations and activities of the Department; investigates complaints against police personnel and the department; represents the department with the news media; represents the department at a variety of public and private affairs as a speaker; reviews department, state and national crime index and crime trends; prepares reports for City Manager and Council.
  • Speaks before varied public groups and associations on the department program and activities; promotes police career work in schools; Attends meetings and serves on committees, boards, and agencies related to law enforcement matters; meets with police officials on investigative matters and with residents on specific counseling, informational, and procedural problems; maintains contact with the news media.
  • Receives and disposes of complaints; advises the public on their legal rights and privileges respecting Department work and actions; represents the Department in court; maintains relationships with state, national, and local law enforcement agencies.  Responds to citizen problems and concerns.

Minimum Qualifications of Work:
  • Bachelor’s Degree from an accredited college or university in police science and additional training in police administration, preferably including a master’s degree, with major coursework in police science, public administration, law, human services, and or sociology.
  • Successful completion of the Federal Bureau of Investigation (FBI) National Academy, Southern Police Institute, Northwestern School of Police Staff & Command (SPSC), Senior Management Institute for Police (SMIP), or related executive leadership education.
  • Certification as a VACP Certified Law Enforcement Chief Executive Officer (VCLEE-CEO) or Command Executive Officer (VCLEE-CO) preferred.
  • Five years of progressively responsible experience in all phases of police work, including three years of administrative and supervisory experience, or any equivalent combination of experience and training which provides the following knowledge, abilities, and skills:
  • Extensive knowledge of the theories, principles, and practices of modern police science and administration.  Extensive knowledge of department policies, rules, and regulations, and of controlling laws, ordinances, and court decisions. 
  • Extensive knowledge of the geography of the City and local area, and of resources available in disaster and other emergencies.
  • Thorough knowledge of the use of police records and their application to police administration, planning, and problem solving.
  • Considerable knowledge of the organization and function of county, state, and federal enforcement, regulatory, and licensing agencies.
  • Ability to maintain compliance with minimum standards for police officers issued by the Commonwealth of Virginia.                                                                                                     
  • Ability to plan, schedule, supervise, and review the work and performance of subordinates in a manner conducive to full performance and high morale.
  • Ability to prepare and direct the preparation of comprehensive reports, budgets, departmental materials, correspondence, and programs of police service.                                 
  • Ability to express ideas clearly and concisely, orally and in writing.  
  • Ability to establish and maintain effective working relationships with public and enforcement officials, other employees, and the general public.  Ability to set a standard of acceptance in moral and personal conduct. 
  • Must possess adequate sensory skills in order to effectively communicate and interact with employees, the public, etc.

  • The noise level in the work environment is usually moderate.
