Summary:
The Project Manager (PM) will be responsible for implementing a statewide licensing system for the MD Department of Labor. The PM will work onsite, closely with key state stakeholders of local MD offices. The PM will provide strategic consulting-level support to the team while managing timelines, responsibilities, tasks, and project reporting in accordance with MD DoIT’s project management standards. The PM will also support technical teams in design/research to develop a user research pipeline, create research plans and apply research findings to prioritize and deliver high-quality IT solutions to meet business needs.

Duties and Responsibilities:
- Develop and maintain project schedules, with realistic project goals/timelines
- Document project plans, scope statements, roadmaps, and transition activities
- Measure and analyze project progress and compare metrics against project plan, providing status on project risks/issues
- Create and maintain product roadmaps, prioritize and sequence the delivery of product features based on value (expected contribution to eliminating pain points and meeting program goals)
- Manage dependencies between constituent-facing product features and support “back-of-stage” capabilities, (e.g., business rules, content, and identity management)
- Develop and sustain a user research pipeline, create research plans, and apply research findings to develop service maps
- Manage prioritized product backlog in the form of epics and user stories
- Support the Product Owner in managing customer expectations, deliverables, implementing governance processes, and documentation
- Manage and track project funding and budget compliance
- Identify, track, manage, and reduce risk/issues impact
- Develop performance and quality measures/metrics and prepare respective briefings/reports
- Lead project meetings, provide weekly scope, budget, and schedule status regarding milestones, tasks, roadblocks, and issues/risks
- Communicate with stakeholders on program status, manage expectations, demonstrate the delivery of value, and foster cross-agency collaboration
- Define and maintain project governance model(s), including roles, decision authority, and decision processes
- Develop initiatives for continuous business process monitoring and improvement
- Guide delivery teams in making business and technical trade-offs relating to system development, implementation, operations, and maintenance
- Manage project content, including policy documentation, business requirements, technical artifacts, and code repositories
- Integrate change management and change control practices, (e.g. program operations/maintenance)
- Manage vendor relationships to ensure high levels of quality deliverables and performance
Required qualifications:
- Excellent communication and organizational skills, including ability to communicate effectively with senior level stakeholders orally and in writing
- Bachelor’s Degree in Information Technology, Business or related field
- Minimum of five year’s experience in Technology (IT) Project Management
- Minimum of two years’ experience designing, developing, and implementing IT processes, services, and capabilities, developing or supporting system and application inventory engagements as well as developing risk and impact assessments
- At least 2 years of experience doing service/UX design and/or business analysis (including business rules and metric specification)
- At least 1 year of software development experience, must demonstrate knowledge of database fundamentals and proficiency in SQL
- At least 2 years of experience leading Agile Scrum teams, including researchers, designers, business analysts, engineers (including DevOps engineers), and testers using Agile principles and practices
Preferred qualifications:
- Current Project Management Institute (PMI) Project Management Certification (PMP) preferred
