Position Overview:
As Senior Development Manager at USC Builds, you will lead a transformative development project and help drive our mission of revitalizing urban communities. This position reports directly to the president and requires a self-driven, motivated leader. You will oversee the Bulls Head Revitalization Project, a multi-phase, 12-acre redevelopment featuring nearly 800 housing units and over 160,000 square feet of commercial space. This is a unique opportunity for a skilled leader to make a lasting impact on a historic neighborhood while shaping the future of real estate development in Rochester and beyond.
While the Bulls Head project is your primary focus, USC Builds offers exciting opportunities for future growth. As we expand across New York state, including a large-scale project in Ithaca, N.Y., called Southworks, you will have the chance to lead other impactful projects, paving the way for continued professional development within our organization.

Key Responsibilities:
- Cultivate and maintain relationships with public and private stakeholders —including local government, nonprofit organizations, financial institutions and investors, to ensure the successful execution and funding of the Bulls Head Revitalization Project and future developments.
- Lead community outreach and engagement efforts, ensuring the project reflects the needs and priorities of local residents and businesses, contributing to an inclusive revitalization effort.
- Oversee the planning, design and execution of the Bulls Head Revitalization Project, working with city officials, community stakeholders and internal teams.
- Manage all phases of development, including site acquisition, brownfield remediation, entitlement, design, construction, and tenant coordination.
- Collaborate with architects, engineers, contractors, and local authorities to ensure compliance with zoning laws, land use regulations, and community priorities.
- Oversee project budgets, timelines, and scopes of work, ensuring timely and cost-effective project delivery.
- Act as a liaison between USC Builds, the City of Rochester, local nonprofits and other community partners to align with revitalization goals.
- Prepare and present detailed project reports to executive leadership, the City of Rochester and community stakeholders.
- Identify new development opportunities in urban communities, aligned with USC Builds’ mission to drive economic growth and social impact.
Qualifications:
- Bachelor’s degree in real estate, urban planning, construction management or a related field; master’s degree preferred.
- 10+ years of experience in real estate development, with a focus on urban revitalization, public-private partnerships and mixed-use projects in underserved communities.
- Proven track record of managing complex, multi-stakeholder projects, preferably in urban redevelopment.
- Strong knowledge of zoning, land use regulations and community development processes.
- Experience navigating public funding mechanisms, grants and subsidies for real estate projects, including the Brownfield Remediation Incentive Program.
- Excellent leadership, negotiation and communication skills with the ability to collaborate with diverse stakeholders.
- Demonstrated commitment to using real estate development as a tool for social impact and community empowerment, particularly in underserved urban neighborhoods.
- Proficiency in project management software and financial modeling.

- 20 days of paid time off and six paid holidays.
- 56 hours of paid sick time, accrued at a rate of one hour for every 30 hours worked, up to a maximum of 56 hours annually.
