Capture Manager - Federal Business Portfolio


OTA is seeking an experienced Capture Manager to assist our Business Growth Team in the pursuit of strategic federal opportunities from identification through award. This role requires a deep understanding of federal procurement processes and the ability to develop and execute capture strategies that align with our strategic business objectives. The Capture Manager will play a critical role on cross-functional teams to position the company as our federal government customers' preferred contractor for cybersecurity, intelligence operations, and information technology services by ensuring the submission of high-quality, compliant, and competitive proposals.

Responsibilities
  • Identify and qualify federal business opportunities that align with the company's strategic goals, and conduct thorough market research and competitive analysis to understand customer needs, competitive landscape, and market trends.
  • Develop and implement comprehensive capture plans in accordance with the Shipley business development lifecycle and Ops Tech Alliance's proprietary business development processes. Define win strategies, solution development, pricing strategies, and competitive positioning.
  • Participate on cross-functional capture teams, including business development, technical, pricing, and proposal teams. Coordinate and conduct internal strategy sessions, Black Hat reviews, and Blue Team reviews to refine capture strategies and solution approaches.
  • Support the Proposal Manager in developing high-quality, compliant, and competitive proposals. Ensure alignment of proposal content with capture strategy and customer requirements.
  • Prepare and present capture status and recommendations to senior management at various decision gate reviews (Interest Decision, Pursuit Decision, Preliminary Bid Decision, etc.). Ensure adherence to defined business development process and decision gate criteria.
  • Identify and mitigate risks associated with capture efforts and proposal submissions. Develop contingency plans to address potential obstacles and challenges.
Qualifications
  • Bachelor’s degree in Business Administration, Marketing, Engineering, or a related field. Master’s degree preferred. Additional years of experience may be substituted for a Bachelor's degree.
  • Minimum of 2 years of experience in capture management, business development, or federal contracting.
  • Proven track record of successful capture efforts for federal opportunities.
  • In-depth knowledge of federal procurement processes, regulations (FAR/DFARS), and contract types.
  • Strong leadership, communication, and interpersonal skills.
  • Ability to work collaboratively in a team environment and lead cross-functional teams.
  • Shipley Business Development Certification or APMP Certification is highly desirable.
  • Secret or Top Secret Security Clearance is highly desirable.

Work Environment: This position is primarily remote / work-from-home, but may occasionally require travel to customer sites, industry events, and other company locations.
