Security Clearance Required
Ops Tech Alliance (OTA) is seeking a highly skilled Program Manager to lead and manage the execution of large-scale IT and cyber-related contracts. The Program Manager will ensure all project requirements align with the Performance Work Statement (PWS), Service Delivery Summary (SDS), and Contract Deliverable Requirements List (CDRL). The Program Manager will be responsible for overseeing day-to-day project execution while ensuring adherence to cost, schedule, and performance objectives.
Ideal candidates will have experience in identifying risks, developing mitigation strategies, and coordinating with key stakeholders, including the COR, Primary Contracting Officer (PCO), and General Program Manager (GPM). Responsibilities
- Ensure all project activities are executed in compliance with the PWS, SDS, and CDRL
- Manage and direct the daily execution of contract requirements to meet cost, schedule, and performance objectives
- Formally identify, assess, and mitigate risks throughout the program life cycle
- Coordinate with COR, PCO, and GPM to prevent resource, budget, or schedule deterioration
- Develop and implement corrective action plans in response to deviations from budget and schedule
- Collaborate with stakeholders, including the COR Supervisor, Deputy Director, Technical Advisor, and Operations Officer, to resolve emerging challenges
- Provide metrics, analysis, and program status reports to support forward-looking decision-making
- Prepare regular briefings and status reports for the COR/GPM in accordance with PWS requirements
- Uphold and communicate the mission, values, and culture of the organization
- Foster a culture of continuous improvement through metrics-driven performance management
Required Qualifications
- Secret security clearance with SCI eligibility
- Master’s degree (or equivalent experience) in a related field
- Project Management Certification (PMP or equivalent)
- Minimum of 4 years experience performing program management-related duties, preferably within an IT or cyber-related mission area
- Proven track record in planning, executing, and delivering complex projects on time and within budget
