Ops Tech Alliance (OTA) is seeking an experienced Technical Electronic Intelligence–Signals Analysis (TESA) Course Developer–Instructor to support the development and delivery of advanced technical intelligence training. This position is responsible for designing curriculum and providing instruction on the technical analysis of electronic emissions and signals associated with modern operational systems.
The selected candidate will develop and deliver course material focused on the analysis of radars, jammers, and other electronic emanations from both developmental and fielded systems used in support of warfighting, national security, law enforcement, and other operational missions.
Duties and Responsibilities
- Developing accurate signal chronologies and determination of relationships between related signals for accurate event correlation and reconstruction.
- Providing feedback to improve ELINT collection tasking and processing and/or production of tuning updates for national processors to improve automated ELINT reporting
- Updating or creating entries for national ELINT databases in accordance to established standards
- Analyzing multiple data sets and utilization of ELINT terminology within presentations and communications providing cohesive ELINT analysis findings in accord with SIGINT reporting standards
- Using signals analysis tools, techniques, and procedures to make precise measurements of ELINT parameters including such things as radio frequency, inter/intrapulse modulation, pulse duration, and scan
- Soliciting and receiving course feedback from students and other people and timely incorporating appropriate feedback into courses and presentations.
- Maintaining expertise in TESA
- Developing new TESA courses, modules, and presentations while ensuring the accuracy and currency of existing ones
- Using good communication skills when working with others in the development, presentation, and updating of TESA teaching and course material
Required Qualifications
- Current Top Secret/Sensitive Compartmented Information (TS/SCI) level clearance
- 2 years of technical teaching experience and/or technical curriculum development (e.g., military courses, academia or industry classroom
- Bachelor’s Degree (or higher) in a technical science major (Engineering, Mathematics, Computer Science, Physical Sciences, or comparable area) plus 8 or more years of TechELINT operations experience
- In lieu of a Bachelor’s Degree, 10 or more years of TechELINT experience (within the past 15 years) and prior successful completion of intermediate ELINT courses or a Published Technical Paper in a TechELINT related area will be considered.
- Experience in one or more of the following:
- Python coding
- MATLAB coding
- Machine Learning
- Data Science
- Experience in three or more of the following:
- Incorporation of range/velocity corridor plots
- MTI interpretation
- Bistatic reflection analysis
- P-cubed analysis and measurements
- Screening and decimating of large data files
- Interpretative analysis
- Fusion analysis
- Electronic Attack analysis
