We are seeking an enterprising Financial Analyst (Execution Management Specialist) to provide support to the Marine Corps Warfighting Lab (MCWL). The Financial Analyst will assist the Government in planning, forecasting, program budgeting, funding, program execution monitoring, and reporting commitment, obligation, and expenditure benchmarks.

The analyst will fulfill the following responsibilities & duties:
  • Prepare drafts and recommendations for financial planning and resourcing decisions including plans and budgets to support the Marine Corps Warfighting Lab (MCWL).
  • Monitor Program financial execution including obligation authority, commitments, obligations, and expenditures, and identify issues to MCWL financial managers.
  • Use financial systems (e.g., Navy ERP) to provide information to the MCWL financial managers.
  • Ensure synchronization of financial information with other decision support systems (e.g., ATLAS).
  • Monitor and document funding additions, reductions, and movements of MCWL resources.
  • Maintain detailed budgetary documents. Create and maintain spreadsheets that document MCWL program specific financial data.
  • Provide draft inputs to Congressional Budget Exhibits and Program Objective Memorandums (POM) for government approval.
  • Coordinate with the MCWL Business Finance Managers (BFM) on funding issues.
  • Identify funding shortfalls and surpluses and recommend strategies for correction to government management.
  • Conduct analyses of financial information to answer specific questions and support larger general MCWL Program analyses.

Required Skills / Experience:
  • Bachelor’s degree from an accredited college or university.
  • 10 years of work experience in project management, contract management, financial management, and/or budgeting is required (minimum 5 of 10 years in financial and budget management). 
  • Five (5) years experience utilizing Navy Enterprise Resource Planning (Navy ERP).
  • Desired:  experience providing support to organizations with Science and Technology (S&T) and/or Research and Development (R&D) missions.

Security Clearance Requirements:
  • Must be a U.S. citizen.
  • Must possess a Secret clearance or be able to obtain one.
