ROLE
WHC LLC, a Surerus Murphy company, is seeking a Prevailing Wage & Apprenticeship Administrator (PWA) to support compliance with prevailing wage and apprenticeship requirements. The role assists with certified payroll reporting, document management, data entry, and project compliance in coordination with internal teams and subcontractors.

The ideal candidate is detail-oriented, highly organized, and able to balance competing priorities in a fast-paced construction environment.

KEY RESPONSIBILITIES
  • Maintain prevailing wage and apprenticeship records for assigned projects.
  • Review payroll and workforce documentation for accuracy and completeness.
  • Prepare and compile certified payroll reports for review and submission.
  • Maintain employee classifications, wage determinations, and compliance data.
  • Support subcontractor onboarding and collect required compliance documents.
  • Track apprenticeship utilization and assist with compliance reporting.
  • Upload and organize project documentation in client and internal systems.
  • Respond to routine compliance inquiries from project teams.
  • Maintain audit-ready project files and assist with internal audits.
  • Perform other administrative duties supporting PWA compliance.

Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.

POSITION REQUIREMENTS
Qualifications
  • High school diploma or GED required
  • Associate's or Bachelor's degree in Business, Human Resources, or related field preferred.

Experience
  • 3+ years of administrative experience supporting construction, industrial, utility, or power projects.
  • Experience with payroll and timekeeping.

Skills and Knowledge
  • Strong Microsoft Office skills, especially Excel, Outlook, and Word.
  • Excellent organizational and communication skills.
  • Ability to maintain confidentiality.
  • Ability to work in a fast-paced construction environment.
  • Ability to travel and work at project sites as required.

WORKING CONDITIONS
This position is based at our Woodlands, TX office. Travel to project sites is/may be required.


REPORTING RELATIONSHIPS
The PWA Administrator reports to the Benefits & Compliance Manager.
