GPTech is seeking a Structural Engineer Consultant to support the French Development Agency (AFD) under a potential Education Facilities Improvement Services contract in the Comoros Islands. The objective of this contract is to rehabilitate and expand multiple schools throughout the islands. The successful candidate will train workers in the use of Compressed Stabilized Earth Block (CSEB), train stakeholders in maintenance practices, and oversee implementation of future projects. The Structural Engineer Consultant will provide structural engineering, construction oversight, and other technical services to ensure cost effectiveness, development impact, and sustainability of the mission.
Responsibilities
The Structural Engineer Consultant will be responsible for performing a site assessment and supporting various aspects of the structural aspects of the work. The successful candidate must possess the structural engineering expertise needed to plan, assess, design, construct, and maintain vertical projects in low resource environments subject to seismic loads and hurricane force winds. This position is mostly remote and can be based anywhere; however, there is a required one-time travel to the Comoros Islands for 2 to 3 consecutive weeks.

Specific responsibilities of the position include, but are not limited to, the following:
- Provide support to the GPTech home office, lead consultant (architect), and AFD client by effectively reporting on technical aspects of the projects.
- Lead structural engineering site assessments.
- Assist with quality control and reporting of project deliverables.
- Assist team of personnel including mid- and junior-level structural engineers.
- Assist with all quality assurance aspects of the project, including all phases of construction: planning and pre-design services, engineering design services, procurement, and construction.
- Support the development of training material and integrate capacity development of local stakeholders into the program.
- Check technical designs and drawings to ensure that they are followed correctly.
- Provide technical advice and solve problems on site.
Qualifications
- Bachelor of Science in civil engineering from an accredited university
- Six years’ experience including at least 4 years acquired on supervisory assignments structural/civil engineering work both in new construction and in rehabilitation
- Experience working on projects located in seismic and hurricane zones
- Experience working on projects in developing areas
- Proficiency in English and French languages (written and spoken)
- Demonstrated ability to collaborate across projects, be flexible and creative, and successfully lead an intercultural team in a development context
- Excellent interpersonal and leadership skills, including the ability to build and manage cooperative, high-level relationships and motivate staff
Preferred Qualifications
- Civil Engineering license or registration
- Experience working on projects funded by donors
- Experience working as a technical trainer in the field of civil engineering
- Experience with the geographical area of the Union of the Comoros
- Experience working on projects with CSEB
