About the Position:
GPTech is seeking a Highway Engineer for an Expression of Interest supporting the Kampala–Jinja Expressway Public Private Partnership (PPP) Project in Uganda. The position will support the Ministry of Works and Transport (MoWT) through an embedded PPP Project Implementation Unit (PIU) and will provide technical leadership and oversight for all highway engineering aspects of the Kampala–Jinja Expressway PPP and subsequent expressway PPP projects.
The Highway Engineer will be based full time in Kampala, Uganda, and will work under the supervision of the Team Leader / PPP Specialist, coordinating closely with MoWT technical departments, transaction advisors, independent engineers, and private concessionaires. He/she will support the PIU by leading and overseeing all highway engineering aspects of the PPP program.

Responsibilities:
- Reviewing and advising on highway designs proposed by the Concessionaire/SPV, including alignments, pavements, drainage, and utilities
- Supporting bid evaluation, negotiations, and contract implementation from a highway engineering perspective
- Monitoring construction progress and compliance with contractual technical and performance specifications
- Coordinating with MoWT technical departments and other disciplines to ensure consistency with national expressway standards
- Participating in site inspections and field reviews during construction and operation
- Contributing to PPP contract management systems, reporting, and capacity building within MoWT
Qualifications:
- Bachelor’s degree in civil engineering or a related technical field
- Master’s degree in Highway or Transport Engineering
- Minimum of 10 years of experience in planning, design, and implementation of major highway or toll road projects, preferably in Africa
- Demonstrated experience on at least four (4) similar projects, serving as Project Manager or Resident Engineer
- Experience with design-build, design-bid-build, or PPP project delivery methods
- Familiarity with highway design software and drafting tools
- Professional registration with the Uganda Engineers Registration Board or a recognized equivalent
- Demonstrated ability to prepare quality technical reports and communicate effectively with multidisciplinary teams
