About the Position:
GPTech is seeking a Team Leader / PPP Specialist for an Expression of Interest supporting the Kampala–Jinja Expressway Public Private Partnership (PPP) Project in Uganda. The position will support the Ministry of Works and Transport (MoWT) through an embedded PPP Project Implementation Unit (PIU) and will provide leadership and oversight for the preparation, procurement, and implementation of the Kampala–Jinja Expressway PPP and subsequent expressway PPP projects.
The Team Leader / PPP Specialist will be based full time in Kampala, Uganda, and will work closely with MoWT leadership, transaction advisors, independent engineers, financiers, and other stakeholders to ensure effective public-sector oversight, risk management, and institutional capacity building for the PPP program. He/she will lead the PIU team implementing the PPP program and will coordinate closely with MoWT technical and managerial staff.
The Team Leader / PPP Specialist will be based full time in Kampala, Uganda, and will work closely with MoWT leadership, transaction advisors, independent engineers, financiers, and other stakeholders to ensure effective public-sector oversight, risk management, and institutional capacity building for the PPP program. He/she will lead the PIU team implementing the PPP program and will coordinate closely with MoWT technical and managerial staff.
Responsibilities:
- Leading and coordinating the day-to-day activities of the PPP Project Implementation Unit, including planning, scheduling, reporting, and supervision of PIU staff
- Overseeing the preparation, procurement, negotiation, and execution of the Kampala–Jinja Expressway PPP, including management of the PPP tender process
- Reviewing and supervising deliverables prepared by the Transaction Advisor and Independent Engineer
- Providing senior technical input on PPP structuring, contract development, negotiations, project finance, and value-for-money analysis
- Coordinating stakeholder engagement with public agencies, regulators, financiers, and private sector partners
- Monitoring compliance of the Special Purpose Vehicle (SPV) with contractual obligations and performance specifications during construction and operation
- Supporting the development of PPP contract management guidelines, standard operating procedures, and management information systems that can be applied to future PPP projects
- Preparing progress reports, briefings, and presentations for MoWT leadership and other oversight bodies
Qualifications:
- Bachelor’s degree in engineering, Transport Economics/Planning, Finance, or a related technical field; Master’s degree and PPP certification preferred
- Minimum of 15 years of experience in road infrastructure development, including toll road and PPP projects, with experience in Africa
- Demonstrated experience on at least five (5) comparable large and complex PPP projects
- Strong expertise in PPP procurement, negotiations, contract management, and project finance
- Proven experience working with both public and private sector stakeholders
- Demonstrated ability to prepare high-quality reports and communicate effectively with senior decision-makers
