ROLE
This position will provide support to the formation and administration of contracts and subcontracts pertaining to the Coastal Gas Link Pipeline Project as required by the Contracts and Procurement department.

 RESPONSIBILITIES   
  • Work closely with the Construction, Project Management, Engineering, and other functional teams to ensure their deliverables meet the project requirements for subcontracts and/or purchase orders
  • Responsible for the subcontract formation for designated packages of materials, equipment, and subcontracts required for construction of the project:
    • Development and maintenance of subcontract/procurement Schedule
    • Reporting requirements for formation activities
    • Proponent identification
    • Proponent prequalification
    • Preparing final bidder’s list
    • Assembling RFP packages
    • Soliciting bids
    • Manage bid clarifications, matrix, and issuing addenda
    • Facilitating pre-bid meetings
    • Conducting bid clarification and pre-award meetings
    • Receiving and evaluating proposals
    • Lead the commercial and technical bid evaluations, analysis, normalizations, and provide recommendations
    • Negotiations
    • Obtaining subcontract award approvals
    • Contract formation and issuance of executed subcontracts
    • Ensure all contract deliverables are submitted (insurance, Work Safe BC certificates, health & safety, quality, and reporting requirements)
    • Facilitate Kick-off meetings with subcontractors
  • Issues internal requisitions for purchase orders
  • Collaborate with the Prime Contracts Manager for any commercial issues related to the Prime Contract
  • Ensure compliance with project quality, safety, and environmental requirements
Note: In addition to these duties’ personnel are required to carry out such other duties as may be reasonably required by the direction of the Management Team in order to support the objectives of the company.


POSITION REQUIREMENTS
Qualifications
  • Supply Chain Management education or similar
Experience
  • Five years of experience in contract formation, negotiation, and execution
  • Pipeline construction experience is required
  • Prime contractor experience
  • Experience in different types of contracts, including, lump sum, unit rate, and cost plus
  • Experience in business administration, legal, and finance
  • Experience working within a heavy civil, electrical instrumentation, and mechanical engineering environment and knowledge of construction processes by which the works will be undertaken

WORKING CONDITIONS
This position is field based in Chetwynd, BC and works in a site office environment at project construction sites. Working days are Monday to Saturday, 12 hours per day. This position may require moving into workforce accommodations (camp) to meet project requirements. Living out allowance will be provided if not provided with workforce accommodations.

REPORTING RELATIONSHIPS
This position will report to the Senior Commercial Manager and work closely with the Subcontracts Specialist. The position has no supervisory duties.
