Education:  Bachelor's Degree in a technical, science or business discipline from an accredited* college/university; or an Associate's Degree and two (2)  years of applicable experience; or four (4) years of experience performing the job duties in the assigned specialty area; or four (4) years of military training, or a combination thereof, in the specialty area.

Duties: In your role, you will act as:  1) the chief financial officer for the Test Division, monitoring financial transactions, support financial planning, provide reports on the financial health of the Division, and execute corrective actions as requested; and 2) a Subject Matter Expert (SME) within the Division for PRO3 and the CET.  You will establish, enter, maintain, and update data in multiple software packages to ensure the government customer has complete and accurate project information at all times.  Coordinate administrative, financial, and logistical aspects of project management to track the cost and schedule of tests.  Ensure labor, flights, material, and travel charges are correct and communicate to the government customer regarding funding depletion.  Monitor and report on performance against plans to ensure cost objectives are not exceeded.  Report, analyze, and interpret financial data derived from multiple sources.
Desired Qualifications:
*Bachelor's Degree in Project Management, Finance, Business, Engineering or related discipline from accredited* college/university and one (1) year of applicable experience developing plans, budgets and schedules to meet project requirements; providing  project status with regard to funding, schedule, and milestones; providing comparative analysis for budget and actual costs; validating costs; comparing performance against plans; and reporting, analyzing and interpreting financial data from multiple sources is preferred.
*Master's Degree and / or a Program Management Professional (PMP) Certificate is a plus.
*Technical experience performing engineering, analysis, and related functions in research, development, test and evaluation in support of military equipment and systems.

 What a normal workday is like? 
*Support financial management of all directly funded programs and overhead functions executed by the Test Division
*Provide funding allocation notifications to test engineers and contract leads for their use in planning test execution and support reallocation requests.
*Monitor execution of customer funds based upon test engineer provided test schedules and present feedback on burn rates.
*Track the status of open cost estimate requests and open material purchase requests within the division.
*Ensure adequate funds for material and labor purchases during the construction of the weekly CIMS files and as a part of the purchase request approval process.
*Support the correction of overages and other charge errors.  Track overhead labor and material expenses for the weekly division financial status to the Division Chief.
*When required, perform program management duties for projects within the Test Division to include:  submitting scopes of work to ATEC, compile division cost estimates, write proposals and complete DD form 1144s or 7600A/B documents, support communication on execution, and maintain ADSS, PMM, and VDLS.
