We are seeking a strategic and experienced Director, Health, Safety & Environment (HSE) to provide regional leadership across our industrial operations in Canada. This role is responsible for advancing our safety culture, strengthening regulatory compliance, and driving continuous improvement across field and operational environments.

This is a senior leadership opportunity for a safety professional who combines strong regulatory knowledge with the ability to influence, coach, and lead high-performing teams in complex, industrial and unionized environments. The Director, HSE will play a critical role in shaping the strategic direction of our safety programs while ensuring operational excellence and accountability across the region.


Primary Functions
The Director, HSE is responsible for overseeing all Health, Safety and Environmental programs and processes for a geographic region to assure implementation and compliance and to verify that all OH&S rules and guidelines are followed to ensure a safe, healthful working environment for all employees.
 
Essential Functions
  • Champion and embed Brock’s Bsafe and Bbest culture across all levels of the organization

  • Provide strategic leadership, direction, and operational support to the regional HSE team

  • Identify and lead strategic, operational, and process improvement initiatives that enhance HSE performance and effectiveness

  • Develop, implement, and continuously enhance safety programs, policies, and procedures to drive operational excellence

  • Provide subject matter expertise and mentorship to HSE personnel on Canadian federal and provincial regulatory requirements, ensuring ongoing compliance

  • Ensure the integrity, accuracy, and timely reporting of safety and incident data

  • Lead and actively participate in complex incident investigations, ensuring thorough root cause analysis and corrective action implementation

  • Review and validate investigation findings to ensure quality, consistency, and regulatory alignment

  • Mitigate hazardous working conditions and at-risk behaviors through proactive safety management and leadership engagement

  • Conduct comprehensive worksite audits and inspections to assess compliance and performance

  • Analyze audit results to identify trends, risks, and improvement opportunities, and provide actionable recommendations

  • Serve as the primary liaison during regulatory inspections and compliance reviews

  • Lead or support the preparation of responses and appeals related to safety violation citations

  • Support existing VPP sites and strategically identify opportunities for future VPP participation

  • Develop and manage the HSE departmental budget with a focus on resource optimization and strategic investment

  • Lead workforce planning initiatives, including recruitment and succession planning for HSE personnel

  • Coach, develop, and performance-manage HSE team members to build organizational capability


Working Conditions:
  • Regular presence in outdoor and indoor field, yard, shop, and operational environments to maintain visibility and leadership alignment

  • Time spent in a professional office setting to support strategic planning, reporting, and stakeholder engagement

  • Utilization of required Personal Protective Equipment (PPE) in accordance with site and regulatory requirements

  • Frequent regional travel to support operational oversight, team leadership, and regulatory engagement


Skills & Abilities:
  • Exceptional written and verbal communication skills with the ability to influence and engage stakeholders at all levels

  • Strong executive-level presentation skills; confident facilitating discussions in both field and corporate environments

  • Advanced planning, organizational, and project management capabilities

  • Demonstrated ability to build collaborative partnerships across operational and corporate functions

  • Ability to manage competing priorities in a fast-paced, industrial environment

  • Strong service orientation with the ability to provide timely, practical, and solution-focused support

  • Advanced proficiency in Microsoft Office (Word, Excel, Access, PowerPoint)


Education & Experience:
  • Bachelor’s Degree in Occupational Health and Safety or related field

  • 8+ years of progressive industrial HSE experience, including leadership responsibility

  • 3+ years of VPP administration experience preferred

  • Certification required (CSP, CIH, CHMM, OHST, etc.)

  • Thorough working knowledge of Canadian federal and provincial health, safety, and environmental regulations

  • Experience supporting unionized industrial workforces considered a strong asset
