Who is NTE Mobility Partners and LBJ Infrastructure Group?
The North Tarrant Express was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. With an Average Annual Daily Traffic (AADT) of 200,000, this Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The LBJ Express is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. With an Average Annual Daily Traffic (AADT) of 270,000, it is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, approximately three months ahead of schedule, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Your next calling: 
As the Senior Operations & Maintenance Engineer, you will have the opportunity to work and be part of  roadway operations and the maintenance department, responsible for the supervision of all infrastructure elements of LBJ, NTE and NTE3 highways. The individual requires to be competent in data collection and its consequent analysis to obtain efficient and practicable actions for the daily operations of the highways. This individual will report to the O&M Engineer Manager and will work closely with the LBJIG’s and NTEMP COO’s, managers, engineers and employees, and external parties (contractors and consultants). S/he eventually will attend meetings with state and local officials.
Functions key to success:
  • Develops and monitors any operational improvements to be performed on the assets.
  • Controls, prepares and schedules any corrective action required to improve asset conditions, complying with the due defect date.
  • Assists in preparation of the O&M annual budget and the Capital Expenditure model for the tree projects.
  • Cooperates with the Financial department in the achievement of the annual budget’s improvement goals.
  • Assists COOs in the review and approval of all plans, payments, and change orders for contracts
  • Works closely with Maintenance Director and Maintenance Managers to coordinate roadway maintenance activities, assisting in all technical issues that might be needed and defining and monitoring policies and procedures
  • Works closely with the COOs and other departments to research and analyze data, detecting trends and pursuing operational improvements in the highways
  • Assist the COOs in meetings and negotiations with different stakeholders (Texas Department of Transportation, Cities, main vendors and suppliers, etc.)
  • Works closely with the Traffic Management Center and the Field Systems Analysts for the right tracking and monitoring of traffic related data (accidents, assistances, etc.)
  • In coordination with Cintra US headquarters, develops, implements and manages asset management tool (VUEWorks) and other tools and systems (GIS, data analytics platforms, etc.), looking for more innovative and efficient ways to enhance the asset management tools
  • When required, participates in innovation and research groups at a shareholder/corporate level
  • Reviews consultant prepared plans, specifications, contract documents and reports
  • Supervises field project inspections during annual quality inspections, or as needed
  • Serves as a liaison with personnel from the Independent Engineer’s (IE) office for the regular audits and reports related to infrastructure
  • Prepares and submits monthly reports on Roadway Operations and Maintenance Department performance and activities for inclusion into the company’s monthly report
  • Prepares and submits monthly, quarterly and annual reports for inclusion into the Comprehensive Development Agreement (CDA) & Project Management Plan required reports (PMP)
  • Ensures full compliance with the CDA’s O&M Measurement and Performance Table for the three projects
  • Prepares and revises the relevant department areas of the PMP
  • Prepares RFP and oversees any other technical advisory services or surveys which might be needed and according with TxDOT standards.
  • Ensures coordination with the D&C department in all on-going works at NTE Segments 3 and adjacent projects, preventing affection to normal operations
  • Actively promotes the safety of the department and the employees
  • Perform other job-related duties as needed
What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a Bachelor’s degree in a relevant branch of Engineering, you are half way there with the needed abilities for this position. Have you been working for at least 3 to 5 years in construction roadway maintenance or experience in data analytics and/or IT developments ? If the answer is yes, you can check off another box. The candidate must possess and maintain a valid driver’s license.

Finally, in a technology-driven world, it is important to know your way around a computer. For this role, it will be important to know the basics of the following:
  • Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word and Power Point, as well as PC based programs
  • CAD and/or Microstation experience desirable
  • VUEWorks (asset management tool) and ArcGIS experience desirable
  • Experience in data analytics and IT development is a plus
Our working environment:
NTE and LBJ wants to ensure that all employees are
 comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report.  There could be a time when you may need to lift and/or move up to 25 pounds, but not very often.
