Who is I-77?
The I-77 Express Lanes project represents the first P3 project in the state of North Carolina and will provide significant infrastructure improvements years sooner than otherwise possible if relied solely on public funds. A Cintra-led team was selected to develop the 26-mile project which runs between the junction with I-277 in Charlotte and NC-150 in Iredell County. The project consists of constructing new express lanes, converting the current High Occupancy Vehicle (HOV) lanes to Express Lanes, repaving the general-purpose lanes and implementing a dynamic pricing toll system. Once complete, the project will relieve congestion and enhance mobility by increasing existing road capacity.

Your next calling: 
As the Chief Information Officer, you will have the opportunity to direct and manage the toll operations of the company, the field systems implementation and maintenance, and the information technology plans and resources. This includes managing procurement contracts, implementation plans, policies, programs and schedules for computer services, network communications, electronic toll operations (including back-office system and roadside equipment) and management of information services to accomplish corporate goals and objectives. This role is responsible for all IT, roadside and toll operations functions including central systems, ITS systems, communications, toll maintenance, field systems and IT support teams.

Functions key to success:
  • Manage the procurement and maintenance contract with the back-office system’s (BOS) developer and the systems integrator on behalf of the company to ensure the quality of the final product and robust operating performance. 
  • Perform risk management, issue management, vendor management, budgeting, change control, and quality control
  • Maintain relationship with NCTA, ensure BOS compatibility and timely invoicing
  • Conduct requirement reviews, detailed design reviews, and review maintenance plans
  • Resolve design issues, issue change requests, and verify the final solution
  • Review all test plans and verify all testing meets or exceeds system requirements including factory acceptance testing (FAT), equipment commissioning testing (ECT), system integration testing (SIT), and system operational testing (SOT)
  • Write statements of work, evaluate vendors, negotiate contracts, and perform contract management
  • Organize roadside integration inspections to ensure proper installation of fiber optic cable, duct bank, pole foundations, TCS cabinet pads, generators and electrical work based on applicable standards, toll provider specifications, and industry best practices
  • Review and comment on all back-office system (BOS) custom software development life-cycle documentation
  • Advise and report to the CEO/COO on the implementation and operation of the IT systems
  • Develop strategic plans and implement the objectives of the information technology needs of the Company to ensure the IT capabilities are responsive to the needs of the Company's growth and operating performance objectives
  • Coordinate all technical aspects related to the procurement contracts with the third-party providers of tolling services
  • Manage the technology and toll systems’ employees, including hiring, evaluating, coaching, etc.
  • Manage emergency situations related to technology and toll systems on behalf of the Company
  • Supervise day-to-day routine and preventative maintenance of the IT systems
  • Manage contracts with external providers of software, hardware, and services to ensure that subcontractor work is carried out in full compliance with the Concession contract, and approve progress payments for work performed during each period by subcontractors
  • Evaluate overall operations of IT functions and recommend enhancements
  • Prepare objectives and budgets to facilitate the orderly and efficient capture, storage, processing and dissemination of information
  • Ensure the security and reliability of information systems, communication lines, and equipment
  • Assess new technologies to determine the potential value to the Company
  • Establish, implement, and maintain short- and long-term department goals, objectives, policies and operating procedures
  • Manage the transition from construction to maintenance of all ITS systems, including staffing and training the field systems maintenance team
  • Perform other job-related work as required

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a bachelor’s degree  in Information Technology, Computer Science, Engineering or related field, you are half way there with the needed abilities for this position. Do you have at least  15+ years of management experience, preferably managing an IT Department or back office systems and 5+ years of experience as a CIO? If the answer is yes, that would be the cherry on top.

  • Experience in strategic planning and execution
  • Previous experience operating complete back-office solutions, and toll collection systems in an electronic tolling environment is a plus.

  • Strong interpersonal communication, decision-making and resolution skills

  • Experience with Project Lifecycle methodology; active participant in multiple full project lifecycle projects (including development and test project lifecycle experience)
  • Strong judgment and problem-solving skills
  • Ability to think and plan for the long-term

Finally, in a technology-driven world, it is important to know your way around a computer. For this role, it will be important to know the basics of the following:
  • Advanced knowledge of complex networking, computer systems, and technological business-solutions
  • Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word, and PowerPoint, as well as PC based programs

Our working environment:
I-77 wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer.  There could be a time when you may need to lift and/or move up to 10 pounds, but not very often.
