Who is I-66?
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Your next calling: 
As the TMC Manager, you will have the opportunity to be responsible for the principal monitoring of the roadways including detecting, confirming, updating and responding to scheduled and unscheduled traffic incidents, congestion, ITS and TCS incidences, and monitoring of dynamic toll pricing on our Managed Lanes. The manager position is the highest profile position in the TMC representing the eyes and ears of detection and management of all activities being handled by the department. The person in this position will be responsible for all aspects of managing a "state of the art" new Traffic Management Center.  The Traffic Management Center department operates 24/7.

Functions key to success:
  • Detects and responds to traffic management data information from real time multiple sources such as alarms, flow map, Closed Circuit Television (CCTV), video display wall, highway patrol, radio monitor, cell phone call-ins, and other sources
  • Verifies and classifies traffic events such as congestion, incidents, special events, construction, and device malfunctions using CCTV and coordination with other personnel
  • Views, creates, modifies, and enables response scenario plans when traffic event is detected.  Evaluates and responds to major incident, by determining lanes blocked, injuries, fatalities, spills, and estimated incident duration and by confirming First Responders.
  • Operates camera and scans multiple monitors to monitor, verify, and diagnose traffic events. Monitors and evaluates environmental conditions (AQM) and Roadway Weather Information Systems (RWIS)
  • Manages Dynamic Message Signs (DMS) to include traveler information and to notify travelers of traffic event and alerts.
  • Detects and verifies field device failures with system diagnostics (ROMS).  Responds to device failure, including actions such as acknowledgement of alarm, viewing and evaluating data, determining location, attempting reset, classifying alarm, recording type, and providing notification to maintenance technicians
  • Collect and record information regarding roadside incidents and ITS/TCS failures in their respective system management platforms.
  • Monitor speeds for compliance with the Comprehensive Agreement requirements, report occurrences and participate in the implementation of the resolution plan
  • Monitor toll rates displayed on the Toll Rates Signs for accuracy, detect and report anomalies, and participate in the implementation of the resolution plan
  • Communicate with TMC staff, maintenance technicians, COO, and interagency traffic management personnel about traffic management and traffic events
  • Coordinate with incident management team, interagency traffic management personnel (such as other TMC operators, VDOT Northern Region Traffic Operations Center, Highway Patrol, First Responders, and emergency personnel) during confirmed incidents, emergencies and before special events
  • Assist with data collection and the preparation of the information for the monthly reports, travel speed and travel time reports, incident reports, asset damage reports, data collection on maintenance repairs and any other reports required by the Comprehensive Agreement and/or internally
  • Update procedures related to the TMC as needed
  • Coordinate with Maintenance Manager regarding procedures for incident management and roadway maintenance issues received/observed at the TMC
  • Management of TMC Operators
  • Develop, implement and maintain the training program for the TMC Operators. Ensure training records are documented and up to date
  • Performs other job-related duties as assigned

What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have an Associate degree or experience in transportation field and in a TMC environment, you are halfway there with the needed abilities for this position. Do you have at least  7- 10+ years of experience in a transportation, public safety, or commercial operations and 3+ years in a supervisory role? If the answer is yes, that would be the cherry on top.

Finally, in a technology-driven world, it is important to know your way around a computer. For this role, it will be important to know the basics of the following:
  • Must be able to demonstrate computer proficiency, especially as to Microsoft Excel, Word and Power Point and other PC based programs
  • Skilled in the use of Advanced Traffic Management Systems (ATMS)

Our working environment:
I-66 wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer.  There could be a time when you may need to lift and/or move up to 10 pounds, but not very often.
