JOB TITLE:  PUBLIC WORKS DIRECTOR

MINIMUM SALARY: $81,297/ANNUAL

NATURE OF WORK
This is highly responsible professional, administrative and technical work in planning and directing all activities of the Public Works Department, including overall responsibility for the following divisions:  Buildings and Grounds, Refuse Collection, Street Maintenance and Construction, City Garage, Engineering, Refuse, Street Cleaning and Street Markings and Signs.   
 
Work involves planning, organizing, directing, evaluating, and budgeting for all activities concerning the various divisions and operations of the Public Works Department as well as technical programs as they relate to the work of the department.  Work also involves direct or indirect supervision through subordinate supervisory personnel of all employees assigned to the department, and coordination of use of manpower and equipment with other departments as needed.  General administrative direction is received from the City Manager, who reviews work for adherence to policies and through conferences and reports prepared. 
 
EXAMPLES OF WORK
  • Plans, organizes, directs and evaluates all activities and special programs of the department through division heads; establishes operating procedures to implement programs.     
  • Reviews personnel performance through performance evaluations; recommends classification and pay actions; institutes disciplinary action; develops supervisors and in-service training programs.
  • Evaluates departmental operations and cost effectiveness of operations and programs; prepares annual operating and capital improvements budgets; administers expenditure of allocated funds; prepare reports and studies as needed on a wide range of activities such as refuse disposal/collection costs, equipment usage and costs, employee utilization and costs; privatization issues, and maintenance fund expenditures.
  • Monitors and reviews operation of solid waste collection and disposal services and recycling program; meets with regulatory agencies and consultants regarding regulatory issues,  etc.; assists with traffic signal revisions, intersection design changes, requests for traffic pedestrian signal/signs; monitors compliance with Street Maintenance Fund divisions to insure compliance with accepted State criteria,  serves as the City’s contact regarding VDOT matters and projects.    
  • Keeps abreast of current developments in the field by attending meetings, reading, and holding individual conferences with comparable officials in neighboring jurisdictions.     
  • Attends meetings of other civic organizations and special study groups; meets with consultants and various sales representatives to evaluate new methods, products, and equipment.
  • Performs related work as required. 
MINIMUM QUALIFICATIONS OF WORK
Graduation from a four year college or university with a degree in civil engineering,  considerable experience of a progressively responsible nature in public works administration, and a PE certification is preferred.  Additional requirements include the following know ledges, abilities, and skills: 
Extensive knowledge of the materials, methods, practices and equipment used in the public works field.  Extensive knowledge of modern theories, principles, and practices of public works administration and their specific application to the administration of the activities of the department.      
 
Ability to plan, direct, schedule, and evaluate the programs, activities and personnel of the department to effectively conduct public works maintenance programs. Ability to organize and delegate responsibility and to evaluate performance and conduct work through administrative review and control procedures.  Ability to establish and maintain effective working relationships with City and other departmental officials; subordinates; private, associations and public related agencies; contractors; and the general public.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
 
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.   The employee must occasionally lift and/or move up to 25 pounds.
 
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Must have the use of sensory skills in order to effectively communicate and interact with employees, public, etc.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.  The noise level in the work environment is usually quiet to moderate.
