Edwards Performance Solutions provides consulting services to Federal Government clients in the areas of Program and Project Management, Process Improvement, Change Management, and Information Technology. Looking for candidates interested in supporting an important mission to advise and assist on improvements efforts to structure, mission effectiveness, output, organizational synergy and quality management, and enable it to meet current and future planning and operation requirements. Work expected to start on this and other related funded opportunities in first quarter of 2022. 

Duties may include:
  • Analyze acquisition policies, plans, and procedures; advise on improvements to quality and timeliness, mission effectiveness, output, organizational structure
  • Provide oversight and compliance review of acquisition documentation at all levels of preparation
  • Support establishment, implementation, and documentation of sustainable processes, requirements, change management plans, SOP's 
  • Assist with the development of highly complex IT acquisition plans, independent government cost estimates (IGCE) and evaluation criteria
  • Assist with developing and delivering training, providing knowledge management services, and providing organizational change management
  • Assist in forecasting, acquisition planning and strategy, status updates, for record
  • Assist with procurement planning, budgeting, forecasting, researching and analysis of UDOs, final invoicing and closeout tasks 
  • Track financial execution performance information (commitments, obligations, and outlays)
  • Ensure all procurement packages are legally sufficient and comply with applicable acquisition laws, regulations, and policies

Required Qualifications:

  • Ten (10) years of demonstrated combined experience in DoD acquisition management, program management, and/or contract management
  • Depth of experience with the development of requirements packages is a must, with implementing DoD processes and documentation of requirements associated with DoD requirements analysis
  • Experience supporting an acquisition office in Contract and Procurement to include: development of acquisition documentation; data collection and analysis; invoice review/analysis; deliverable management; spend plan tracking
  • Experience in Organization, Training, Materiel, Leadership and Education, Personnel and Facilities, and Policy (DOTMLPF-P) analysis
  • Bachelor's Degree with a business focus is required. In lieu of a degree, Project Management Institute PMP certification, or Contract Manager CPCM certification, or DAWIA Level III in any focus area, and three (3) years of directly related experience for a total of Thirteen (13) years may be substituted
