Job Summary/Purpose:
The Gemini 3 Group is seeking a Program Analyst to support a valued Department of Defense (DoD) customer. This position is contingent upon contract award.

Essential Responsibilities/Functions:
  • Retrieve, verify, and analyze complex operational statistics to establish data quality and reliability of performance data.
  • Utilize expertise, develop, interpret, and implement policies and procedures to provide strategic funding decisions based on the planning, programming, and budget guidance.
  • Develop new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major mission and operational plans.
  • Formulate data for evaluating and reporting operations and maintenance data.
  • Create issue papers on a variety of topics including but not limited to analysis on operational, maintenance, scheduling, planning, and other related topics.
  • Utilize sophisticated computer software, databases, and statistical programs, and modeling packages, to analyze and solve problems.
  • Responsible for the planning, evaluating, and performing data analysis/data reduction.
  • Assist in documenting and modifying materiel requirements in Initial Capabilities Document (ICD), Capabilities Development Document (CDD), and/or Capabilities Production Document (CPD).
  • Perform a Cost-Benefit Analysis (C-BA) document to show how the system will be used in the Operational Mode Summary/Mission Profile (OMS/MP).
  • Assist in developing and documenting the system’s Critical Operational Issues and Criteria (COIC), staffing documents, conducting analyses of requirements and solutions.
  • Aid in the processing and review of requirement proposals developed in the Soldier Enhancement Program (SEP).
  • Assist in the crosswalk of the or Capabilities Production Document (CPD) with the Materiel Developers Request for Proposal (RFP).
  • Responsible for uploading, organizing, and maintaining documentation located on data repository systems with project documentation, calendars, meeting information, and other related documentation.
  • Coordinate the activities to develop, analyze, and track program deliverables.
  • Review and provide recommended responses to all applicable taskers.
  • Follow established procedures and provides creative input on new approaches and courses of action.

Skills/Abilities/Competencies:
  • Ability to research, analyze, and evaluate information.
  • Ability to express ideas effectively orally and in writing.
  • Proficiency with Microsoft Office.

Required Education/Experience:
  • Bachelor’s technical/scientific degree with analytical and studies experience.
  • Experience in data reduction, analysis, and mathematical techniques may be substituted for a degree with analytical and studies experience.
  • Capability for planning, evaluation, and data reduction/analysis.
  • Ability to plan, lead, and execute complex analysis efforts.
