About the Project:
U.S. State Department (DOS)/Ukraine requires a broad array of professional architecture and engineering (A&E) services to support the Mission’s technical offices. Areas of support include agriculture, education, economic growth, export, passive protection, governance, and health. In particular, the Mission requires A&E services in support of critical infrastructure restoration projects in Ukraine with a focus on aiding Ukraine recover and rebuild from Russia’s unprovoked war. Critical infrastructure includes, but is not limited to, energy generation plants; electricity and natural gas transmission; distribution networks; substations; energy storage systems; heating systems and networks; water and sanitation systems; building, housing, and telecommunications networks and systems; transportation systems and networks; border crossing facilities; and railways and ports. DOS has awarded GPTech the Ukraine Reconstruction Support (URS) Program contract. GPTech is seeking a Senior Operations Manager for this effort. This is a full-time position based in our Kyiv, Podil Office.

Responsibilities:
The Senior Operations Manager will oversee the administrative and operational functions of the Ukraine Reconstruction Support (URS) Program. This role works in close coordination with the Chief of Party (COP), Deputy Chief of Party (DCOP), and project staff to manage financial, administrative, contractual, logistical, safety, and compliance activities.

Serving as a key liaison between URS Program staff and GPTech’s administrative and enterprise support teams, the position ensures efficient and seamless field office operations. Responsibilities include developing and implementing standard operating procedures, tools, and systems to strengthen project management; fostering collaboration across global and local partners; leading the development and tracking of workplans; and producing programmatic reports for the U.S. Department of State.

The Senior Operations Manager will also work closely with the project team to ensure timely and effective responsiveness to the evolving programmatic needs of the U.S. Department of State and its Mission.

Responsibilities include, but are not limited to:

  • Provide strategic guidance, operational support, and quality control across all administrative and program functions.
  • Under the direction of the Chief of Party (COP), oversee day-to-day program operations, with a focus on financial management, performance, and contractual compliance.
  • Manage subcontracting processes, facilities, and overall administrative operations of the program.
  • Collaborate with technical teams and the GPTech Home Office Finance Manager to develop and track program budgets.
  • Ensure key program functions—such as deliverables, reporting, and HR actions—are completed accurately, on time, within budget, and to a high standard of quality.
  • Serve as a liaison between GPTech Home Office and field teams on consultant agreements, work orders, fixed-price agreements, subcontracts, sub-agreements, and related modifications; review contractor invoices for accuracy and compliance.
  • Lead compliance monitoring in line with DOS and GPTech policies, including procurement, deliverables, and contractual obligations; identify issues and implement corrective actions as needed.
  • Oversee the full URS Program portfolio, with an emphasis on risk mitigation across projects; monitor budgets and scopes to ensure successful delivery and completion.
  • Supervise administrative staff and consultants to ensure adherence to GPTech, DOS, and applicable Ukrainian regulations.
  • Perform additional duties as assigned.

Qualifications:

  • Bachelor’s degree in business, finance, accounting, or a related field
  • Minimum of 10 years of relevant experience in a program environment, including contracts and field operations; at least 3 years of experience with DOS/United States Agency for International Development (USAID) rules and regulations
  • Experience with international technical assistance projects 
  • Minimum of 3 years of supervisory experience
  • Strong communication skills with the ability to engage clearly and professionally with clients and staff
  • Experience managing and implementing multi-sector or multi-agency programs
  • Prior experience supporting DOS and/or USAID projects
  • Previous experience working with a non-governmental organization (NGO) 
  • Professional-level fluency in English (written and spoken) and working knowledge of Ukrainian required
