Green Powered Technology (GPTech) is preparing a response to a U.S. Department of Veterans Affairs (VA) opportunity focused on improving the efficiency, cost-effectiveness, and delivery of healthcare facility design and construction nationwide.

Key Responsibilities

Provide project management support to the VA COR across all phases (planning, design, construction, and closeout), ensuring alignment with scope, schedule, budget, and VA standards

Develop and maintain Project Management Plans, including:

Communication management
-
Schedule management
-
Cost control and financial tracking
-
Risk management and mitigation strategies
-

Lead coordination among A/E teams, construction contractors, VA stakeholders, and compliance authorities to ensure integrated project delivery
-
Perform design and constructability reviews, identifying errors, omissions, conflicts, and risks, and consolidating multidisciplinary review comments
-
Monitor and evaluate project schedules (critical path) and recommend corrective actions to mitigate delays and impacts
-
Provide technical evaluation of contractor proposals, submittals, RFIs, and change orders, supporting Government decision-making
-
Facilitate and document project meetings, including agendas, minutes, and action tracking
-
Monitor construction progress, including cost, schedule, quality, and risk, and proactively identify issues and potential claims
-
Support commissioning, testing, and closeout activities, including review of O&M documentation and as-built records
-
Maintain project documentation and reporting systems, including VA databases and tracking tools
Required Qualifications
-
Bachelor’s degree in Engineering, Architecture, Construction Management, or related field
-
10+ years of project management experience supporting design and construction of complex facilities
-
Demonstrated experience supporting healthcare, federal, or mission-critical infrastructure projects

Proven experience in:

Budget development and cost control
-
Schedule development and analysis
-
Multidisciplinary coordination
-
Construction-phase services and oversight
-
-
Strong understanding of:
-
Construction delivery processes (DBB / Design-Build)
-
Codes and standards applicable to healthcare facilities
-
Claims avoidance and dispute resolution processes
-

Excellent written and verbal communication skills, including preparation of formal reports and briefings
Preferred Qualifications

PMP or FAC-PPM certification
-
Experience with VA, DoD, USACE, or similar federal agencies
-
Experience supporting Owner’s Engineer / independent oversight roles
-
Familiarity with VA systems and tools (e.g., Capital Asset tracking, scheduling platforms)
- Experience managing multiple concurrent projects
- Active or prior U.S. security clearance
- Experience in claims avoidance, dispute resolution, or change management
-
Familiarity with Primavera P6 and federal project controls systems
-
Experience in owner’s representative or independent oversight roles
-
International project experience (e.g., USAID, MDBs)
