Green Powered Technology (GPTech) is seeking an Electrical Engineer to support the United States Agency for International Development (USAID) South Sudan mission with oversight of electrical works at the U.S. Embassy compound in South Sudan. GPTech’s role is to provide expertise and oversight to electrical work conducted by local contractors, ensuring that the works adhere to U.S. laws related to electrical design and construction. This full-time position is located in South Sudan and requires a U.S. Secret security clearance.

Responsibilities
The Electrical Engineer is responsible for providing electrical expertise and input on works undertaken by USAID/South Sudan within the U.S. Embassy compound and on behalf of the U.S. Government, performing site visits to monitor and provide feedback. Specific responsibilities include, but are not limited to, the following:
- Provide a full range of critical engineering and construction quality assurance management and technical oversight of the program to ensure the completion of individual projects in accordance with contract requirements.
- Review conceptual designs, plans, and engineering shop drawings and specifications for electrical works and determine whether the contractor has complied with the final design parameters.
- Perform studies, investigations, and/or technical inspections/evaluations for proposed electrical elements of the project.
- Verify that infrastructure projects comply with U.S. specifications and regulations and ensure that the contractor is performing the required contract work in accordance with the design documents.
- Ensure quality control of project reports by verifying that materials meet contract terms; reviewing construction contractors’ reports, contractor submittals for compliance with contract requirements, construction audit reports, and milestone reports; and resolving conflicts.
- Observe onsite construction and assess whether construction elements are being installed, formed, and executed properly.
- Monitor construction progress via the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections.
- Confirm that electrical works comply with U.S. and South Sudanese regulations including, but not limited to, code, health and safety, and environmental regulations.
- Verify that the work conforms to approved designs and specifications, including materials and workmanship.
- Undertake other duties as assigned by the Project Director and/or Contracting Officer Representative.
- Bachelor’s degree in Electrical Engineering from an accredited university in the United States with applicable licensing requirements
- 7-plus years of demonstrated experience in managing electrical engineering works, including buildings, facilities, and/or energy-related construction or infrastructure projects
- Experience with planning, design, implementation, and providing quality assurance for ongoing electrical works on construction projects
- Experience/training in engineering design and construction inspection
- Knowledge of U.S. regulations and international codes
- Knowledge of construction safety standards and regulations, e.g., EM 385-1-1, OSHA
- Demonstrated experience in construction management including scheduling, estimating, and planning
- Experience in assessing and responding to requests for information
- Strong verbal and written communication skills, including the ability to communicate technical concepts to the lay public as well as GPTech Home Office personnel and proficiency in holding meetings, negotiating, and problem solving
- Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word, and comfortable learning new software including document controls using cloud storage software, instant messaging, project management, and mobile phone-based inspection forms
- Available to relocate to South Sudan for the project duration
- Ability to obtain U.S. Secret clearance
- Ability to either provide proof of COVID-19 vaccination or obtain an approved exemption upon employment, in accordance with GPTech policy
Preferred Qualifications
- Prior experience working on embassy construction projects
- Professional Engineering registration
- Specific experience with high- and low-voltage equipment, as well as telephone and fire alarm systems
- Overseas experience
