U.S. Agency for International Development (USAID)/Ukraine requires a broad array of professional architecture and engineering (A&E) services in support of the Mission’s technical offices. Areas of support include agriculture, education, economic growth, export, passive protection, governance, and health. In particular, the Mission requires A&E services in support of critical infrastructure restoration projects in Ukraine with a focus on aiding Ukraine recover and rebuild from Russia’s unprovoked war. Critical infrastructure includes, but is not limited to, energy generation plants; electricity and natural gas transmission; distribution networks; substations; energy storage systems; heating systems and networks; water and sanitation systems; building, housing, and telecommunications networks and systems; transportation systems and networks; border crossing facilities; and railways and ports.
GPTech is seeking a Quality Assurance (QA) Engineer to provide A&E technical support to the USAID/Ukraine Reconstruction Support Program in Ukraine. This is a full-time role based in Kyiv, Ukraine, with travel to project locations required. This position is designated for Ukraine nationals only.
Responsibilities:
The QA Engineer will provide independent design, engineering, construction, and quality assurance supervision for ongoing and planned Mission-supported infrastructure projects. This work will support associated services, such as construction, design, and operations; procurement; government-to-government/host country contracting; and maintenance. The services are equally necessary to ensure that infrastructure projects across the Mission portfolio are designed and built to proper standards. Work in each specific area of expertise will support five key areas:

Qualifications:
- Master’s degree or equivalent in civil engineering or related engineering degree from an accredited University in Ukraine, the United States, United Kingdom, Canada, Australia, or New Zealand
- 7 years’ experience in construction and quality assurance of infrastructure projects, and at least 2 years’ experience working in developing countries
- Valid licensed QA engineer in good standing in Ukraine
- Demonstrated experience supporting professional A&E services for infrastructure projects, including, but not limited to, QA services and other logistical and technical support across all areas of critical infrastructure
- Demonstrated knowledge of engineering principles of construction management and quality control
- Demonstrated knowledge of health and safety regulations on construction sites
- Demonstrated knowledge of basic principles of physics, chemistry, and mathematics as applied to civil engineering, infrastructure facility planning, and design principles
- Knowledge of engineering surveying, methods, materials, tools, and equipment used in construction and maintenance of transportation facilities
- Experience with infrastructure planning, design, and construction management, including active involvement in a variety of rehabilitation and new design projects
- Working knowledge of relevant civil construction laws, codes, regulations, compliance practices, and recordkeeping requirements
- Ability to plan and conduct inspections and investigations on various aspects of the construction and design of facilities or structures, applying applicable regulations and policies
- Experience working on a USAID project preferred
- A B1 level of English, both written and spoken, required. Specifically, the ability to effectively communicate complex engineering terminology. Fluency in Ukrainian also required
- Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word, and comfortable learning new software including document controls using cloud storage software, instant messaging, project management, and mobile phone-based inspection forms
