GPTech is seeking an Inspector (Quality Control) to support the Department of State (DOS) Engineering Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. The objective of these contracts is to obtain the full range of engineering and administrative expertise necessary to assist and support the DOS Office of Construction Management (CM) build and renovate diplomatic facilities abroad. The Inspector will provide project management oversight of the work of the Bureau of Overseas Buildings Operations (OBO) project office in planning, coordinating, evaluating, and scheduling. Responsibilities:
- Assume prime responsibility for the project’s Quality Assurance (QA) Program; review and provide recommendations for approving the contractor’s Quality Control (QC) program
- Review and become familiar with the terms and conditions of specific construction contracts, the requirements of Division I – General Conditions specifications, the OBO Construction Execution Plan (CEP), the implementation plan for Construction Phase Services (CPS), the Construction Environmental Profile Study (CEPS), the project Value Engineering Study (VES), the Construction Site Mobilization Plan (CSMP), the Project Procedures Manual (PPM), and the project requirements defined in the OBO Construction Management Guidebook; coordinate development, additions to, or correction of these project documents where they are found to be non-existent or deficient; and ensure that projects comply with the requirements detailed in these documents.
- Ensure that the construction contractor meets OBO required standards of quality, schedule, cost, and contract compliance.
- Develop the OBO QA program in coordination with the contractor’s QC program; develop and maintain a QA non-conformance register documenting QA non-conformance notices issued to the contractor.
- Develop and maintain a QA inspection and testing log documenting QA and QC inspection and testing results.
- Develop and maintain a construction material and equipment inventory log documenting receipt of materials and equipment at the project site, inspection to ensure compliance with the contractor’s approved submittals, proper storage of materials and equipment, and routine maintenance and protection of materials and equipment placed in storage or installed.
- Provide direction to and coordination of the OBO project engineers in administering the QA Program. Conduct regular field inspections and prepare, distribute, catalog, and file sketches documenting clarifications and changes installed in the field.
- Ensure that the contractor is routinely developing accurate “as-built” drawings and specifications for the project; ensure that the contractor complies with the contract requirements in providing the appropriate guarantees and warranties for materials, equipment, and installations, and records and consolidates guarantees and warranties for turnover to Facilities and Maintenance personnel at the conclusion of the project.
- In conjunction with the contractor’s requirements under the terms of the contract, accumulate material and equipment maintenance and operations information in a digital, searchable format for turnover to Facilities and Maintenance personnel at the conclusion of the project. Prepare monthly summary and detail reports related to project QA and QC inspections and testing results.
- Provide support to the Project Director in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements.
- Assist the Project Director with review and analysis of project contract, specifications, modifications, change orders, and claims.
- Develop independent government estimates for each potential change order or claim; analyze project schedule impact for each potential change order or claim.
- In coordination with OBO project staff, prepare a negotiation plan for each change order; develop and maintain a project change order and modification database register; and prepare monthly summary and detail reports related to project change orders and modifications.
- Assist in performing QA tasks, ensuring the contractor’s work is properly inspected and corrective actions take place, verifying that the materials meet contract specifications, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts.
- Monitor the construction contractor’s QA and safety program.
- Undertake other duties as assigned by the Project Director and/or Contracting Officer Representative.
Qualifications:
- Two-year Associate of Arts Degree or an Associate Technical Degree and a minimum of 7 years’ experience in commercial building construction with at least one project of similar scope to the project supported by the given Task Order from start to completion
- Working knowledge of acceptable products and procedures for onsite construction according to U.S. standards
- Knowledge of international codes
- Experience working with multilateral or bilateral donors, such as U.S. Agency for International Development, World Bank, Millennium Challenge Corporation, and the U.S. Trade and Development Agency
- Experience in assessing and responding to requests for information
- Possess excellent writing skills and knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word
- Knowledge of construction safety regulations, e.g., EM 385-1-1, OSHA
- Ability to obtain and retain a Secret security clearance
- Willingness to travel worldwide
- Professional Engineering registration is preferred
- Overseas experience preferred
- Ability to provide either proof of COVID-19 vaccination or obtain an approved reasonable accommodation for exemption upon employment or December 8, 2021, whichever is later, in accordance with GPTech policy
