About the Position:
Green Powered Technology (GPTech) is seeking a Finance Officer to support the USAID Architecture and Engineering III (A&E III) Quality Assurance Task Order in South Sudan. The Finance Officer will oversee the financial operations of the project. Responsibilities include supervision of other project office staff and leadership on project finance and accounting tasks, such as managing payroll, and accounts payable (A/P); creating and posting journal entries; tracking and preparing VAT reports; creating local purchase orders; reviewing local expense reports; handling month end closing; performing bank reconciliations; maintaining local bank accounts; managing cash requests; and providing oversight to ensure that payments and expenditures are in compliance with client (U.S. Government) requirements.

Responsibilities:
Accounts Payable Management
  • Manage general ledger (GL) accounting, monthly closing, financial analysis, and monthly financial reports. Review A/P vouchers, review expense reports and advances, and process timely and accurate payments of vendor invoices.
  • Work closely with GPTech Home Office to establish systems for vendor set-up, review, and approval, to ensure accuracy of vendor information in the financial system.
  • Ensure that A/P, payroll, advances, prepayments, accruals, fixed assets, and accumulated depreciation are reconciled monthly, in compliance with GPTech accounting manual and generally accepted accounting principles.
  • Reconcile credit card accounts monthly, in compliance with generally accepted accounting principles.
  • Produce monthly GL statement of accounts and submit it to GPTech Home Office.
  • Provide technical accounting guidance to the program team.
  • Help improve subsidiary office controls and reporting.
  • Prepare monthly internal financial statements, including data required for monthly closings, year-end closing, reviews, and statutory reporting.
  • Process in-country travel expenses.
  • Support external and internal audits.
  • Perform other responsibilities and duties as assigned.

Payroll Management
  • Review and approve payroll before processing.
  • Manage monthly payroll reconciliation.
  • Prepare weekly, monthly, quarterly, and year-end reports (e.g., gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions) for GPTech management.
  • Ensure that staff salary deductions are made correctly and remitted promptly.
  • Maintain current knowledge of applicable wage and hour laws.
  • Promptly and accurately reconcile GL accounts related to payroll (e.g., tax payments and health, dental, and life insurance payments).

Qualifications: 
  • Bachelor’s degree in accounting or related field, with a minimum of 5 years of related experience, or an equivalent combination of education and experience
  • Experience with QuickBooks; advanced Microsoft Excel skills
  • Experience working with the international development industry
  • Knowledge of South Sudan accounting regulations
  • Ability to read, write, and speak English
  • Demonstrated ability to show initiative, solve problems, handle multiple tasks simultaneously, and remain calm under pressure
  • Demonstrated ability to work independently, prioritize, and develop timelines and schedules
  • Strong communication skills, both verbal and written. Ability to interact effectively and professionally with staff and management at all levels, and with personnel having varying degrees of financial knowledge
  • USAID experience (highly desirable)
  • Knowledge of the U.S. Federal Acquisition Regulations, travel regulations, procurement best practices, and International Financial Accounting Standards (preferred)
