About the Position:
GPTech is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to support the United States Agency for International Development (USAID) Infrastructure Field Support (IFS) II contract. The purpose of the IFS II project is to support USAID’s Center for Environment, Energy, and Infrastructure by providing engineering technical assistance to USAID Headquarters personnel in Washington, D.C., field missions, and other operating units for short-term assignments related to USAID’s infrastructure, engineering, and construction portfolio. GPTech provides infrastructure services including infrastructure planning, engineering design, construction supervision, and related support. GPTech provides technical support for all phases of an infrastructure project life-cycle—from inception to turnover. The MEL Specialist will report to the Deputy Chief of Party (DCOP) – Operations. The MEL Specialist will be responsible for day-to-day oversight and management of project MEL staff, as well as ensuring consistent learning, knowledge sharing, and results coordinating throughout the activity cycles under IFS II.

This position is based in GPTech’s Arlington, Virginia, headquarters office. We work under a hybrid model and require this position to be in the office a minimum two days per week.

Responsibilities:
  • Assist in the creation of the comprehensive project-level MEL action strategy and system, including the creation of output and outcome targets. 
  • Lead/oversee the review of the project management plans, providing technical support for implementing partners on the development of their MEL activities, such as reviewing reporting methods, carrying out training needs, and designing reporting tools.
  • Lead the planning and coordination of performance and impact evaluations, operational research, assessments, evaluation design, and evaluation of capacity-building. 
  • Serve as a technical advisor on current and future MEL activities to ensure compliance and advancement of USAID development with respect to data collection.
  • Oversee and directly contribute to the development and implementation of MEL tools and systems to improve ability to collect, interpret, and aggregate data that track tangible, measurable progress toward project results and the attainment of project objectives.
  • Coordinate with technical teams and third parties (e.g., grantees, subcontractors) to establish data collection procedures to ensure timely MEL reporting.
  • Design program learning plan; engage staff, government, partners, USAID, and other key stakeholders in identifying project learning opportunities.
  • Evaluate obstacles in MEL within the context of the project/region and provide corrective recommendations to GPTech leadership.
  • Provide high-quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, and summary of learning agenda findings
  • Other duties as assigned. 

Qualifications: 
  • Master’s degree or equivalent professional experience in social sciences, business, or related technical field
  • 10–12 years of MEL experience, preferably with experience in international development projects
  • Experience with monitoring and evaluation training and capacity-building 
  • Experience managing and executing MEL activities for donor-funded programs, including leading MEL teams in large international development programs and conducting quantitative and qualitative research in field-based positions
  • Experience with all necessary computer, database, statistical software, and analytical skills, particularly as related to monitoring and evaluation
  • Experience coordinating with governments, ministries, non-governmental organizations, and/or local communities for design and implementation of surveys and other data-collection techniques
  • Demonstrated capability in MEL design and delivery, assessment, data analysis, visualization, knowledge management, management consulting, capacity-building, and/or training
  • Demonstrated experience managing and implementing projects remotely and in insecure environments
