About the Position:
GPTech is seeking a Subcontracts Manager to support the United States Agency for International Development (USAID) Infrastructure Field Support (IFS) II contract and other projects. The purpose of the IFS II project is to support USAID’s Center for Environment, Energy, and Infrastructure by providing engineering technical assistance to USAID Headquarters personnel in Washington, D.C., field missions, and other operating units for short-term assignments related to USAID’s infrastructure, engineering, and construction portfolio. GPTech provides infrastructure services including infrastructure planning, engineering design, construction supervision, and related support. GPTech provides technical support for all phases of an infrastructure project life-cycle—from inception to turnover. The Subcontracts Manager will manage the full contract cycle for subcontracts under IFS II. The Subcontracts Manager will report to the GPTech Director of Contracts and Pricing and work alongside a team of Subcontracts Managers supporting other programs. 

This position is based in GPTech’s Arlington, Virginia, Headquarters office. We work under a hybrid model and require this position to be in the office a minimum of two days per week.

Responsibilities:
  • Lead the procurement process, including drafting requests for quotations (RFQs), requests for proposals (RFPs), facilitating selection committees, performing pre-award assessments, writing negotiation memorandums and consents to subcontract.
  • Draft purchase orders, subcontracts, modifications, rate approvals, and other subcontract-related documents for management approval.
  • Lead negotiations with potential subcontractors.
  • Advise subcontractors on the interpretation of contract terms and conditions and client rules and regulations.
  • Maintain subcontract documentation (e.g., negotiation records, executed agreement, insurance certificates) such that files are current, complete, and audit-ready.
  • Keep up-to-date procurement and subcontract trackers and provide timely and accurate reporting on status of actions.  
  • Track subcontracts regulatory requirements and assist in preparing related reports, including FFATA and foreign taxes.
  • Contribute to the development and upkeep of subcontracts procedures and manuals. 
  • Direct close-out process for subcontracts, including verifying that deliverables are completed and all funds are invoiced and collecting final certifications.
  • Maintain effective relationships with subcontractors, project team members, management, clients, and others.
  • Other contracting duties as assigned.

Qualifications: 
  • Bachelor’s degree in public administration, international relations, management, business, finance, or relevant field; Master’s degree in similar fields preferred
  • Five or more years’ direct experience in administering procurements and subcontracts under U.S. Government contracting vehicles
  • Five years’ experience with USAID-funded projects and U.S. regulations including FAR and AIDAR strongly preferred
  • Experience working with cost plus, time and materials, firm fixed-priced contract types
  • Excellent computer skills, including proficiency in the use of Microsoft Office, spreadsheet programs, and other software applications 
  • Sufficient budgeting and financial knowledge to review subcontracts
  • Attention to detail 
  • Ability to work independently 
  • Familiarity with various procurement procedures (sole source, limited competition, full and open procurements)
  • Ability to communicate effectively to internal and external clients and engage effectively with others; ability to distill complex information into succinct and easily digestible content
  • Critical thinking skills, flexibility, and ability to operate in a fast-paced environment
