About the Position:
GPTech is seeking an Administrative Officer to provide support to the United States Agency for International Development (USAID) Bangladesh (USAID/Bangladesh) Feed the Future (FtF) Quality Assurance Support Activity. The Administrative Officer will assist with a full range of operational and office support work for the USAID FtF Bangladesh activity. The selected individual will ensure that the activity alignment complies with all USAID rules and regulations.  The individual will be responsible for overall coordination of operational tasks of the project with day-to-day management/administration of project field staff in accordance with the project objective. The ideal candidate will be organized, results-driven, detail-oriented, and able to execute tasks independently with a high level of accuracy. This position is located in GPTech’s Dhaka office in Bangladesh. 

Responsibilities:
  • Work closely with the Finance Manager, Chief of Party (COP), and the GPTech Home Office staff (in Washington, D.C.) to support the project’s financial, operational, and contract systems and processes. 
  • Lead front office operations, including answering phones and maintaining relations with vendors.
  • Coordinate the organization of national and international travel, including booking vehicles and accommodations, purchasing tickets, and arranging visas and logistics for project staff.
  • Provide support to organize in-person and online events, including venue selection, invitations, travel arrangements for participants, interpretations, recordings, and promotion of the events.
  • Support the Finance Manager in the preparation of payment slips, expense receipts, and supporting documents of partner activities, as well as management of petty cash, ensuring accuracy and compliance with policies and procedures.
  • Conduct periodic inventory of office assets.
  • Record and review timesheets and annual leave and sick leave of project staff.
  • Manage office physical and electronic files, as well as incoming and outgoing correspondence.
  • Assist in preparing letters, office memos, and documents for meetings and events.
  • Liaise with internet provider, IT outsource services, and help desk for regular IT maintenance and problem solving.
  • As needed, assist with all administrative, procurement, operational, and logistical aspects for the office. Serve as primary point of contact for procuring supplies, services (including staff hires and consultancy needs), and equipment.
  • Support Human Resource with relevant administrative duties, such as preparing leave tracker for each employee, collecting timesheets and leave application forms, and handling visa processing for expatriates.
  • Assist with office recruitment needs, such as preparing position descriptions, coordinating interviews, conducting reference checks, and reviewing resumes.
  • Appropriately calculate the value-added tax (VAT) and advanced income tax amount for suppliers at source and prepare monthly VAT report submission to the Bangladesh National Board of Review and USAID.
  • Perform other duties or tasks assigned by supervisor and management.

Qualifications: 
  • Bachelor’s degree in Administration plus 5 years’ work experience in relevant fields
  • Knowledge of Bangladeshi laws and policies on finance, procurement, and human resources
  • Experience working with USAID-funded programs, preferably in Bangladesh
  • Knowledge of local laws and policies on finance, procurement, and human resources
  • A successful track record in setting priorities, using keen analytical, organizational, and problem-solving skills that support and enable sound decision-making
  • Excellent Microsoft office skills, including Excel, required, especially for functions relevant to financial management and accounting
  • Excellent communication and relationship-building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
  • Fluent in English, both written and verbal 
  • Experience in building successful relationships within an organization and in a cross-functional environment
  • Familiar with Internet communications, including use of email, group messaging, and information-gathering tools
