About the Position:
Green Powered Technology is seeking a Pricing Consultant to support our Business Development team. Under the leadership of the Director of Business Development, the Pricing Consultant will coordinate the development of proposal cost volumes while working with other GPTech teams. The Pricing Consultant will conduct an in-depth review of all assigned solicitations, establish cost and pricing data for proposals, develop budgets and budget narratives in accordance with solicitation requirements and donor compliance, prepare the cost volume (including the cost volume outline, certifications, and cost narrative), and work with partners in relation to cost and budgeting. The individual will support GPTech’s domestic and international business development efforts with a primary focus on U.S. Government agencies (such as the U.S. Agency for International Development [USAID], U.S. Trade and Development Agency [USTDA], Millennium Challenge Corporation [MCC]) and the World Bank. 

This position can be fully remote, or if based in the Washington DC area, access to our office in Arlington, VA an be made available for meetings with the Team. 

Responsibilities:
  • Prepare budgets and cost applications in response to requests for authorization and proposals and contracting opportunities as needed for U.S. Government, USAID, USTDA, MCC, World Bank, and other donor solicitations, including compelling budget narratives and related cost documents, ensuring compliance with all requirements.
  • Review solicitations to identify cost proposal issues that need to be clarified and/or addressed.
  • Develop cost proposal schedules, format Microsoft Excel templates, conduct pricing research, and prepare supplemental cost documents needed for submission.
  • Develop competitive pricing strategies, provide cost/pricing input, and resolve issues as needed.
  • Participate in meetings and interact with proposal team leads throughout proposal development process.
  • Work with proposal subrecipients, negotiate costs and budgets, and coordinate overall partner budgeting process.
  • Write concise and compelling budget narratives and respond to final budget questions when needed.
  • Package and prepare the entire cost volume for review and approvals, in coordination with proposal teams.
  • Coordinate cost and pricing consultants for other solicitations when surge support is needed.
  • Perform other duties and responsibilities as required.

Qualifications:
  • Bachelor’s degree in business, finance, international development or related field, and a minimum of 10 years relevant experience
  • Demonstrated familiarity with USAID requirements, including FAR, ADS, and OMB.
  • Working knowledge of U.S. Government assistance and acquisition contracting types, including cost reimbursable budgets, CPFF, CPAF, FFP, T&M, and IDIQ
  • Advanced skills in Microsoft Excel
  • Ability to think critically through complex cost and business challenges and communicate to a diverse audience including potential partners, technical experts, proposal managers, and leadership
  • Ability to take full ownership of the cost volume with minimal oversight
  • Advanced organizational skills and exceptional attention to detail and accuracy under time pressure and on short deadlines
  • Strong interpersonal and problem-solving skills
  • Fluency in English; fluency in other language a plus
  • Teamwork focused: Work cooperatively and effectively with others to achieve common goals, committed to building a culture around trust, professionalism, and inclusion
