About the Position:
GPTech is currently hiring a Contracts Specialist to support our Ukraine Reconstruction Support (URS) project under a multi-year contract with the United States Agency for International Development (USAID). This position will support the project by working with both the URS team in Kiev, Ukraine, and the Contracts and Operations teams at GPTech Headquarters in Washington, DC. The Contracts Specialist will provide support to the contracts process for the field office and will report to the Senior Operations Manager. 

This is a full-time position located in GPTech’s secure Podil, Kyiv, office. Our URS project follows a hybrid work schedule and requires the position to be in the office at least two days per week. 

Responsibilities:
  • Administer procurement process including drafting solicitations, collecting offers, organizing selection committees, recording results of procurements, and saving appropriate documentation while ensuring adherence to policies and procedures.
  • Draft routine contractual documents (including, but not limited to, subcontracts, purchase orders, and consultant agreements) using approved templates and initiate review and approval process.
  • Assist in negotiating contracts and modifications.
  • Provide assistance in interpreting award terms and conditions.
  • Manage contract documentation; disseminate information throughout the company regarding contract status, compliance, and modifications; and generate reports as necessary.
  • Montior subcontractor compliance and collect appropriate representations, certifications, and reports as needed.
  • Close out contracts in a timely manner, collecting and storing all necessary information in compliance with contract terms and conditions and relevant regulations.
  • Assist with identifying and alerting potential contractual issues and assist in their resolution.
  • Perform other related duties as assigned.

Qualifications: 
  • Bachelor's degree in a related field
  • Minimum of three years’ experience with an implementing partner on a USAID project
  • Prior experience with U.S. Government procurement, specifically USAID and other donor agencies
  • Previous contracts experience
  • Experience with Federal Acquisition Regulations and the USAID Acquisition Regulation 
  • Ability to work independently and with attention to detail
  • Excellent communication and customer service skills
  • Fluency in English and Ukrainian required
