About the Position:
GPTech is hiring a Pricing Specialist to support our Contracts and Pricing unit. The Pricing Specialist will support technical staff by developing detailed budgets and cost proposals for new solicitations and, after award, by assisting with revising and reviewing project budgets including modifications, spending analyses, and forecasts for internal and external review. A majority of the support will be for the U.S. Agency for International Development (USAID) scopes of work. The Pricing Specialist will report to the Director of Contracts and Pricing.

This position is based in GPTech’s Arlington, Virginia, headquarters office. We work under a hybrid model and require this position to be in the office a minimum of two days per week.

Responsibilities:
  • Develop and prepare cost proposals for multiple contract types, including CPFF, T&M, and Fixed Price, for U.S. Government (e.g., USAID) and multilateral clients.
  • Support proposal team through ensuring an understanding of solicitation pricing requirements, developing pricing strategies, and providing pricing advice and scenarios. 
  • Manage budget negotiations with subcontractors, including the creation of cost data calls, collecting all required subcontractor supporting materials for cost proposal, and ensure final submissions are responsive to clients’ requirements.
  • Assist technical staff in completing budget realignments, financial reporting, and modifications throughout the life of the project.
  • Present draft budgets and cost proposals for management review.
  • Participate in the design and implementation of improvements to cost and pricing processes and procedures.
  • Assist in ensuring compliance with company financial policies and procedures. 
  • Collaborate in the development and facilitation of trainings for staff related to pricing and budget management.
  • Perform other related duties as requested.

Qualifications: 
  • Bachelor’s degree in a related field
  • Minimum of five years of professional experience in new business cost proposal development and project budget management
  • Demonstrated experience working on proposals for USAID and other U.S. Government agencies
  • Demonstrated understanding of USAID and U.S. Government regulations
  • Highly proficient in Microsoft Office applications, particularly Excel for budget development and formula utilization
  • Outstanding interpersonal and intercultural communication skills
  • Ability to work independently
  • Must be comfortable working in a fast-paced environment with poise and professionalism
  • Must be authorized to work in the United States without sponsorship
