About the Position: 
GPTech is seeking a Business Development Manager to support the GPTech Business Development Team in pursuing new business opportunities, expanding existing business areas, and developing strategic marketing initiatives to attract new clients and retain existing ones. The Business Development Manager will report directly to the Director of Business Development and oversee the Business Development Associate. The successful candidate will manage the full business development lifecycle, including opportunity identification, capture, and bid management. The individual will be responsible for delivery of compliant and highly competitive submissions to a variety of entities, with an emphasis on the United States Agency for International Development (USAID) and other U.S. Government customers. The candidate will also provide guidance on capture/proposal-related challenges, subject matter expertise on industry best practices, and oversight of proposal deliverables. 

This position is based in GPTech’s Arlington, Virginia, headquarters office. We work under a hybrid model and require this position to be in the office a minimum two days per week. 

Responsibilities: 
  • Manage GPTech business development activities, including identifying opportunities, writing proposals, managing partner relationships, conducting market research, and determining “go/no-go” opportunities. 
  • Manage a qualified pipeline of opportunities exceeding $25 million that align with GPTech’s strategic growth vision and include existing and adjacent markets/customers. 
  • Support the GPTech’s short- and long-term strategic plan to meet or exceed the current pipeline under direction from senior leadership, including overall responsibility for the accuracy and achievement of the GPTech Bookings Forecast and Plan tool. 
  • Identify and assess opportunities and work with technical teams to develop and execute capture plans, proposal recruitment, and teaming strategies. 
  • Work with talent acquisition to develop proposal recruitment and capture strategies to identify proposal-winning key personnel and in-country staff.  
  • Attend trade shows and funding agency meetings to identify new business opportunities, strengthen current client relationships, and expand the company's client base. 
  • Manage GPTech teams on the proposal development phases of the opportunity lifecycle and assist teams by providing customer insights, solutions support, “color review” participation, and proposal writing. 
  • Develop partnerships and shape new business opportunities that match company capabilities, experience, and strategic vision. 
  • Adhere to industry business development processes. 
  • Perform competitive market analysis. Monitor competitive activity and identify clients’ needs. 

Qualifications:  
  • Bachelor’s degree in business administration, finance, international relations, marketing, or related field  
  • A minimum of 6 years of business development experience in U.S. Government contracting and business development management; 2 years in a mid- to senior-level role (i.e., manager or above) 
  • Experience working with multilateral or bilateral donors, such as USAID, Millennium Challenge Corporation, U.S. Trade and Development Agency, World Bank, and Asian Development Bank 
  • Previous experience managing business development efforts in sustainable energy, infrastructure, or development 
  • Familiar with the United Nations Sustainable Development Goals 
  • Extensive experience in developing qualification documents, requests for information, proposals, and client presentations 
  • Ability to obtain and retain a U.S. Secret clearance 
  • Proven ability to track opportunities, lead capture plans, and manage overall business development pipelines 
  • Strong communication and presentation skills 
  • Fluency in English; fluency in other language a plus
