About the Position:
GPTech is seeking a certified civil engineer to serve as the Senior Transport Advisor in support of GPTech’s work with USAID’s Transaction Advisory Fund (TAF) in Guatemala. GPTech will be conducting design reviews and feasibilities studies for bridges and underpasses as part of Guatemala’s Metro project. The desired candidate will have extensive experience in transportation engineering and be able to serve as a local technical lead under the title of Senior Transport Advisor. The Senior Transport Advisor will be the focal point of contact in Guatemala City, working directly with the Department of Planning within the Municipality of Guatemala. The Senior Transport Advisor will be employed by and represent GPTech and will work under the direction of a Technical Lead in Arlington, VA to support implementation of the project scope. They will also facilitate the delivery of demand-driven technical assistance and capacity development support for the Municipality of Guatemala.
The position is based in Guatemala City, and it is anticipated that the selected candidate will work out of the offices of the Guatemala City municipal building. The position is scheduled to be a full-time, contracted position lasting one year, but is subject to change if an extension to the overall work assignment is requested.

Responsibilities:
The Senior Transport Advisor will be responsible for the following activities:
  • Serve as a focal point between the city administration and GPTech
  • Facilitate coordination with stakeholder groups, and other projects
  • Compile and review background reports and studies available in the city records to support GPTech’s technical team in identifying gaps and finalizing the scope of work
  • Undertake site reconnaissance under the guidance of GPTech’s technical team
  • Support the procurement process to onboard subcontractors
  • Manage subcontractors providing technical assistance to GPTech’s design team
  • Build and maintain effective working partnership between city administration and GPTech and related departments
  • Identify, agree, and establish regular platforms, such as calls, meetings, missions, and workshops to establish regular communication between city administrators and relevant stakeholders
  • Manage the project in Guatemala – own the milestones, risks, and issues to achieve the project objectives
  • Perform other duties and tasks at the request of management

Qualifications:
  • Bachelor’s degree in civil engineering
  • At least 10 years’ experience working in the transportation sector
  • At least 5 years’ experience working on infrastructure projects in Guatemala or other similar geographic setting
  • Experience with AutoCAD (required)
  • Experience with road design software (Civil 3D an advantage)
  • Experience with Microsoft Office (required)
  • Solid understanding of the national and local context including the political situation, rules and regulations, actors, and institutions relevant to the project. Experience working with local or national government in Guatemala would be an advantage
  • Ability to navigate effectively and results-oriented in political environments and with the participation of multiple stakeholders
  • Practical experience in advising senior technical personnel and personnel responsible for making decisions in public administration
  • Sector expertise in infrastructure planning, transport infrastructure projects, and/or environmental impact assessments in Guatemala
  • Must be proficient in both English and Spanish (spoken and written)
