About the Position:
GPTech is seeking a Telecommunications Engineer to support a telecommunications sector consulting research project for the United States Agency for International Development (USAID). The Telecommunication Engineer will be responsible for providing expert advice and comprehensive analysis of the technological aspects of potential acquisitions within the mobile telecommunications industry. This role involves evaluating the technological infrastructure, assessing the integration potential, and advising on regulatory compliance and other technical considerations critical to the success of the transaction. The potential acquisition covers assets in multiple countries and potentially includes sub-sea cable assets.
The Telecommunication Engineer will have the opportunity to support additional project delivery and consulting services for a variety of tasks assigned by USAID, primarily related to the operations of telecommunications systems, such as IT security, cellular networks, sub-sea cables, and satellite technology. Tasks may include providing technical subject matter expertise, conducting research and outreach related to new or emerging telecommunications technologies, providing expert opinions and recommendations on project concepts under USAID’s consideration (e.g., helping to evaluate project proposals at a pre-feasibility stage), and evaluating hardware and software to determine efficiency, reliability, interoperability, and compatibility with existing systems, networks, and data as well as provide recommendations on the cost valuation of telecommunications systems.

This is a part-time, fully remote position within a global project team. The position may involve occasional travel.
Responsibilities:
  1. Technical Due Diligence:
    • Conduct thorough evaluations of the target company's technological assets, including network infrastructure, hardware, software, systems, and sub-sea cable assets.
    • Assess the condition, scalability, and compatibility of existing technologies with the acquiring company's infrastructure across multiple countries.
    • Identify potential technical risks and opportunities associated with the acquisition.
  2. Valuation Analysis:
    • Provide expert input on the valuation of the target company's technological assets.
    • Collaborate with financial analysts to integrate technological assessments into overall company valuation models.
    • Analyze and report on the potential return on investment (ROI) from a technological perspective.
  3. Regulatory Compliance:
    • Evaluate the target company's adherence to industry regulations and standards in multiple countries.
    • Identify any regulatory issues that could impact the acquisition, such as spectrum allocation, licensing requirements, and compliance with telecommunications laws, including those related to sub-sea cable assets.
    • Advise on the necessary steps to achieve regulatory approval for the transaction across different jurisdictions.
  4. Preliminary Integration Planning:
    • In conjunction with project partners, develop preliminary integration plans for the merging of technological systems and infrastructure, including international networks and sub-sea cable systems.
    • Collaborate with cross-functional teams that will be responsible for developing a plan for seamless technological integration post-acquisition.
    • Identify and mitigate potential integration challenges and disruptions, considering the complexities of international and sub-sea operations.
  5. Technical Strategy Advisory:
    • Provide strategic advice on the alignment of the target company's technology with the acquiring company's business objectives.
    • Recommend technological innovations and enhancements to support future growth and competitiveness.
    • Stay updated on industry trends, emerging technologies, and best practices.
  6. Stakeholder Communication:
    • Prepare and present detailed technical reports and findings to senior management and other stakeholders.
    • Act as a liaison between technical teams, legal advisors, and financial analysts throughout the acquisition process.
Provide ongoing technical support and guidance during negotiation and post-acquisition phases.

Qualifications:  
  • 15+ years’ experience and strong technical knowledge in telecommunications systems, including voice/data, sub-sea cabling, satellite systems, and IT security
  • Bachelor's degree in Telecommunications, Electrical Engineering, Computer Science, or a related field; advanced related degree preferred
  • Extensive experience in the telecommunications industry, with a strong focus on mobile telecommunications technology
  • Proven track record in conducting technical due diligence and advising on merger and acquisition transactions
  • In-depth knowledge of telecommunications regulations, industry standards, and compliance requirements, including those related to international and sub-sea cable operations
  • Strong analytical and problem-solving skills, with the ability to evaluate complex technical systems
  • Excellent communication and presentation skills, with the ability to convey technical information to non-technical stakeholders
  • Ability to work collaboratively in a fast-paced, dynamic environment
Preferred Skills:
  • Experience with international telecommunications regulations and cross-border transactions
  • Proficiency in financial modeling and valuation techniques
This role is pivotal in ensuring that the technological aspects of the acquisition are thoroughly evaluated, risks are mitigated, and the integration process is strategically planned and executed to maximize the value of the transaction, with particular attention to the complexities of international and sub-sea cable assets.
