About the Project:
U.S. Agency for International Development (USAID)/Ukraine requires a broad array of professional architecture and engineering (A&E) services in support of the Mission’s technical offices. Areas of support include agriculture, education, economic growth, export, passive protection, governance, and health. In particular, the Mission requires A&E services in support of critical infrastructure restoration projects in Ukraine with a focus on aiding Ukraine recover and rebuild from Russia’s unprovoked war. Critical infrastructure includes, but is not limited to, energy generation plants; electricity and natural gas transmission; distribution networks; substations; energy storage systems; heating systems and networks; water and sanitation systems; building, housing, and telecommunications networks and systems; transportation systems and networks; border crossing facilities; and railways and ports. 

About the Position:
GPTech is seeking a Civil Engineer to provide A&E technical support to the USAID Ukraine Reconstruction Support (URS) Program. The objectives of this program are to ensure compliance of infrastructure and construction activities implemented under USAID-funded activities with USAID policies, safety and quality standards, and best engineering practices. The Civil Engineer will visit project sites to monitor the compliance of construction activities with the program design plan. The ideal candidate will be organized, results driven, detail oriented, and able to execute tasks independently with a high level of accuracy.

This is a full-time position located in GPTech’s secure Podil, Kyiv, office. Our URS Program follows a hybrid work schedule and requires the position to be in the office at least two days per week.

Responsibilities:
  • Provide technical advice on structural integrity of the buildings for renovations, alterations, and repairs to ensure that technical feasibility and project objectives are attainable within the prescribed resources.
  • Participate in development of the structural section of the design documentation for various construction projects at the preliminary and final design stages.
  • Conduct research, studies, reports, and training to optimize program implementation.
  • Review and comment on the concepts, site surveys, feasibility assessments, calculations, and specifications from the Implementing Partners (IPs), contractors, or consultancies at various stages to ensure compliance with the project objectives and USAID and Ukrainian norms and regulations in the field of structural analysis.
  • Assist with checking procurement processes of the IPs, i.e., maintaining the tender checklist, revising solicitation documents and bids, and verifying compliance to USAID rules and regulations.
  • Work closely with the Deputy Chief of Party, GPTech Kyiv technical staff, Ukrainian consultants, and the GPTech home office staff in the United States to manage progress of the activities.
  • Validate construction cost estimates at the preliminary and final design stages.
  • Prepare, analyze, and present all required reports in an accurate and timely manner.
  • Perform other related duties as assigned.

Qualifications: 
  • Master’s degree or equivalent in civil engineering, ecology, environmental protection, or related engineering degree from an accredited University in Ukraine, the United States, United Kingdom, Canada, Australia, or New Zealand
  • 7 years’ experience in design, construction, and quality assurance of infrastructure projects in environmental projects, and at least 2 years’ experience working in developing countries
  • Demonstrated experience supporting professional A&E services for environmental engineering projects, including, but not limited to, quality assurance services and other logistical and technical support across all areas of critical infrastructure
  • Demonstrated knowledge of assessing the conditions of the local environment and developing environmental assessment design
  • Proficient in civil engineering principles, practices, process, and design/build issues
  • Experience with infrastructure planning, design, and construction management, including active involvement in a variety of rehabilitation and new design projects
  • Working knowledge of processes and concepts for reducing and eliminating the use or generation of hazardous substances/greenhouse gas
  • Working knowledge of relevant civil construction and environmental laws, codes, regulations, compliance practices, and recordkeeping requirements
  • Ability to make technical computations and calculations involving the application of engineering principles, understanding plans and specifications, and making factual comparisons to the appropriate regulations
  • Ability to plan and conduct inspections and investigations on various aspects of the environmental issues related to construction
  • A B1 level of English, both written and spoken, required; specifically, the ability to effectively communicate complex engineering terminology
  • Experience working on a USAID project preferred
  • Valid certificate for environmental engineer preferred
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word, and comfortable learning new software, including cloud storage software, instant messaging, project management tools, and mobile phone-based inspection forms
  • Knowledge of design software such as AutoCAD and ArchiCAD
