About the Position:
GPTech is seeking a Transportation Advisor to support research and analysis for our USAID Transaction Advisory Fund project in Honduras. The Transaction Advisory Fund (TAF) provides on-demand, best-in-class legal and consultative services to country governments in support of the development of quality, sustainable infrastructure. TAF services include feasibility studies, environmental and social impact studies, legal and technical review of contracts, and other project preparatory services.

Responsibilities:
Under this sub-work assignment, the contractor must provide the following services:

TASK 1: 
  • Information Gathering and Gap Analyses – Review existing documents, compare the legislative needs against the current legal framework (to encourage investment and collaboration for the implementation of the link between Amapala and Puerto Castilla), and develop the methodology for the demand modeling. The review will highlight any gaps and will create a plan to obtain such data through research and data collection for further analyses and modeling.

Subtasks:
  • Gather and review available information for situational assessment and to identify gaps and risks
  • Review the existing legal framework and regulations to develop recommendations for supplemental legislation to provide allow for improved implementation by interested parties
  • Develop the methodology/updated work plan for undertaking research and analysis for the demand study based on initial findings


TASK 2:
  • Demand for Freight Rail Analysis and Forecast Report – Evaluate current demand and forecast of future demand for logistics infrastructure for the proposed ILC. It will evaluate the supply chain in Central America, and the impact of the provision of this link as an alternative to the Panama Canal. The implementation of this task may involve the support of subcontractors for legal review, economic analysis, and as researchers. 

Subtasks:
  • Conduct surveys and research to inform demand study
  • Develop model to forecast future demand 
  • Prepare report documenting results of demand study
  • The contractor must provide appropriate technical expertise to ensure high-quality technical assistance. The contractor should engage key stakeholders on a regular basis to assess their needs and challenges.
  • Exclusions and Assumptions
  • The analysis will exclude any design, construction, detailed environmental studies (such as environmental and social impact analysis, or initial environmental examinations), and political considerations for project implementation.

Qualifications:
  • Bachelor’s degree in engineering, transportation, urban planning, environmental planning, or a related field
  • At least 10 years’ experience working in the transportation sector, with a focus on research, analysis, conducting gap analyses, transportation forecasting, and report writing
  • Strong attention to detail, with experience presenting to senior leadership, c-suite staff, and VIP’s
  • Fluency in written and spoken Spanish and English
  • Experience supporting USAID and other international donor funded projects, with a specific eye to acquiring partners and funding from donors and other partners
  • Experience providing detailed written reports and guidance on projects
