About the Position:
GPTech is seeking a Resident Engineer to provide management assistance to the Lead Engineer in monitoring overall project performance, Quality Assurance, deliverables, construction oversight, project administration and regular reporting tasks for activities of the Ministry of Health Drug Depot Facility project team, construction and support activities

Responsibilities:
Construction Oversight
  • Monitor the construction activities on daily basis and ensure the work meets project contractual expectations, quality standards, schedule, cost and scope; recommend corrective measures if project slippage arises. Ensure quality assurance on workmanship and materials selected.
  • Hold a weekly coordination meeting with the Contractor on site, to identify issues relating to delivery of material to site, conformance with Schedule, EMMP and Safety Plans, quality issues for resolution, tests performed/planned, and actions to be taken by Contractor.
  • Be familiar with the Technical Specifications and have a strong understanding of the construction drawings, details, Scope, and tests required for quality assurance.
  • Verify that the activities for construction purposes are within the limits of work, property lines, property lines, street lines, easements and rights-of –way as shown in the drawings.
  • Track as-built information and update construction drawings accordingly.
  • Update and finalize as-built drawings and field design modifications as required for contractor compliance.
  • Prepare construction monthly reports considering the weekly reports and meeting minutes

Management for Construction Activities and Practices
  • Track change order requests or any variations raised by the contractor and record, report in a timely manner
  • Prepare documentation with reference to the Project General Condition of Contract in order to address contractor's issues / claims and time extension, as well as completion certificates.
  • Follow up health, safety and environmental compliance and notify Contractor of noncompliance.
  • Review and develop working knowledge of all technical requirements of project, including drawings, specifications and contract documents in order to effectively respond to Contractor submittals. Coordinate contractor correspondence through agreed upon project processes and procedures.
  • Review and comment on Contractor’s monthly progress report which summarizes project performance, schedule update, financials and project constraints. Verify work completed by the Contractor through re-measuring work conducted.
  • Conduct earned value management analysis to monitor project performance.
  • Ensure inspections of work are performed prior to cover-up, with results recorded
  • Contribute to the contractor’s performance monitoring plan
  • Maintain regular communications with Lead Engineer in Monrovia.
  • Submit other reports and deliverables as required by the project or instructed by the Lead Engineer

General
  • Perform other tasks as assigned by the Chief of Party (COP) and Lead Engineer 
  • Follow up with minutes of weekly and other meetings with the contractor, client and local partners
  • Establish and maintain regular communications with the government entities such as Government of Liberia (GOL), Local Authority of Rivergee Hospital and Ministry of Health (MoH).

Qualifications:
  • Bachelor (BSc) Degree in Civil Engineering
  • Minimum of 8 years’ experience in infrastructure works such as water mains installation, preferably for a USAID contract, oversight of subcontractors’ team, reporting and construction quality assurance
  • Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, AutoCAD etc.)
