About the Position:
GPTech is seeking an Office Manager to support the USAID Architecture and Engineering III (A&E III) Quality Assurance Task Order in South Sudan. The Office Manager will oversee and lead tasks related to human resources and office logistics. Human resources tasks include keeping appropriate documents on file; purchasing and maintaining insurance; recruitment; and updating and ensuring personnel compliance with policies and procedures. Logistical tasks include coordinating travel and meetings; purchasing office supplies and other items as needed; keeping inventory of all goods; supporting the contracting and oversight of local parties (translators, printing and copying services, IT consultants, etc.); and filing and storing project documentation.

Responsibilities:
  • Provide overall coordination of operational tasks of the project, with day-to-day management/administration of project field staff, in accordance with the objectives of the country strategy and customer requirements.  
  • Work closely with the Chief of Party (COP) and GPTech Home Office staff to manage the project’s financial, operational, IT, and contract systems and processes. 
  • Help oversee project contract terms, pricing, performance, and schedule, in coordination with the COP and GPTech Home Office staff, by providing timely and high-quality process and donor reports.
  • Ensure compliance with USAID requirements (e.g., FAR, ADS, FAM), GPTech organizational policies, and South Sudan labor laws, while enabling transparency, accountability, and accuracy. 
  • Enhance and/or develop, implement, and enforce company policies and procedures, by employing systems that will improve project operation and effectiveness. 
  • Advise on and lead exploration of software for facility, logistics, contract, real estate, and human resource management.
  • Serve as primary point of contact for procurement of supplies, services (including staff hires and consultancy needs), and equipment.
  • Prepare contracts, subcontracts, agreements, and purchase orders, and provide subject matter expertise for all phases of contract management.
  • Design and implement field office policies by establishing standards and procedures, measuring results against standards, and making necessary adjustments.
  • Develop and maintain all administrative systems and procedures necessary for project implementation and for support of project staff in the GPTech office in South Sudan.
  • Maintain organized and thorough personnel and financial data. Prepare documentation required to hire consultants, prepare labor agreements and consultant contracts, and secure approval of the COP and other required approvals.
  • Coordinate translation of project documents as needed.
  • Oversee the payment approval process for consultants, subcontractors, and vendors. 
  • Assist with recruitment (e.g., prepare position descriptions, coordinate interviews, conduct reference checks, and review resumes). 
  • Perform other duties as assigned. 

Qualifications:
  • Bachelor’s degree in an accounting, business, engineering, legal, or related technical field, with 6 years of experience working with donor-funded projects in progressively more responsible positions
  • Experience working with USAID-funded programs
  • Knowledge of South Sudan laws and policies on finance, procurement, and human resources
  • Technological skills, with experience selecting and overseeing software installations and managing relationships with software vendorsÍž knowledge of accounting and reporting software
  • Successful track record in setting priorities. Keen analytical, organizational, and problem-solving skills to support and enable sound decision-making
  • Excellent communication and relationship-building skills. Ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
  • Fluency in English, both written and verbal
  • Previous experience overseeing human resource functions (preferred)
