Human Resources Manager

Summary
The Human Resources Manager serves as Excel's HR leader to ensure that HR business issues, needs and requirements are being comprehensively addressed throughout all divisions of the company. The Human Resources Manager leads, manages and directs a team of centralized HR staff.

Summary of Responsibilities
  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; will be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Ensures the execution of HR programs/processes in the areas of Compensation, Performance Management, Staffing, Succession Planning, On-boarding, Training and Development, Benefits, and Employment Practices
  • Manages the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Protects the interests of employees and the company in accordance with company HR policies, governmental laws and regulations
  • Designs, develops, coordinates and conducts various employee and management training programs to meet regulatory requirements and mitigate risk
  • Performs other duties as assigned.

Minimum Qualifications
  • Associates or Bachelor’s Degree in Human Resources and/or equivalent relevant experience
  • A minimum of 5 years experience in Human Resources management and/or equivalent relevant discipline
  • Experience in managing HR operations for a multi-state employer, preferred
  • Prior experience with using systems such as: Clear Company, Paylocity and Mitrefinch, a plus
  • Human Resource Certification (HRIS or SHRM), preferred
  • Bi-lingual fluency in both English and Spanish, required


Skills/Abilities
  • Broad knowledge and experience in employment law, compensation, talent acquisition, organizational development, employee relations, safety, and training and development in a multi-cultural workforce
  • High level of computer proficiency including the use of Microsoft Office (Word, Excel), payroll/HRIS, on-boarding and applicant tracking systems
  • Ability to maximize the value of technological HR solutions like on-boarding, time & labor and applicant tracking
  • Excellent verbal and written communication skills
  • Excellent interpersonal, negotiation, and conflict resolution skills
  • Demonstrated ability to lead and coach others
  • Strong business acumen with ability to help drive HR best practices
  • Working knowledge of multi-state employment laws and practices, especially those related to the state of California
  • Experience in the administration of benefits and compensation programs and other human resources programs
  • Must possess excellent attention to detail, a high level of organization, and the ability to multi-task, follow through and re-prioritize well to meet deadlines on multiple projects
  • Must be able to operate with a high degree of confidentiality and communicate with a diverse workforce
