The Bloor-Yonge Capacity Improvements Project is a significant undertaking by the Toronto Transit Commission (TTC) to expand and modernize Bloor-Yonge station – Canada’s busiest subway hub. This initiative is focused on meeting both current and future ridership needs by improving the station’s efficiency, capacity, and accessibility.
The Kenaidan Murphy Joint Venture (KMJV) is committed to transforming the station to enable faster, more reliable, and more comfortable travel throughout the Greater Toronto Area. The project will deliver upgraded facilities, contributing to a safer, cleaner, and higher-capacity subway system for passengers.

Risk Manager
The Risk Manager is responsible for working closely with design, commercial, and construction teams to proactively identify, assess, and mitigate project risks during the design and pre-construction phases. This is a key role supporting informed decision-making and ensuring the project remains on schedule, within budget, and aligned with client expectations.
How will you contribute to the team?
To perform this role successfully, the candidate will be responsible for but not limited to the following:
- Develop and maintain the project risk management plan, consistent with client and JV partner requirements.
- Facilitate risk identification, assessment, and mitigation meetings and discussions across multidisciplinary teams.
- Implement risk policies, processes, tools, and reporting cycles across all working groups.
- Maintain and update the risk register, tracking risk ownership, status, and mitigation progress.
- Prepare regular risk reports and dashboards for stakeholders.
- Collaborate with design, construction, commercial, and estimating teams to integrate risk considerations into cost and schedule forecasts.
- Support value engineering and change management processes from a risk perspective.
- Plan, facilitate, and execute Quantitative Cost and Schedule Risk Analyses at key milestones (e.g., 0%, 30%, 50%, 70% design, Target Cost Validation).
- Interpret QRA outputs and produce actionable insights for project leadership.
- Ensure transparent audit trails for risk-related assumptions, mitigations, and decisions.
Education and Experience:
- Degree in Engineering, Construction Management, Project Management, or a related discipline.
- Minimum 15+ years of experience in risk management within large-scale infrastructure or transit projects.
- Demonstrated experience during progressive design or early design-build phases.
- Proficiency with risk management software is an asset.
- Strong analytical, facilitation, and communication skills.
- Professional certifications such as PMP, RMP, or equivalent are considered an asset.
- Collaborative approach with strong facilitation skills with and ability to challenge assumptions diplomatically.
- Excellent communication and leadership, able to translate technical outputs into simple messages for decision-makers
