General Purpose: 
Supervises the Labor Relations functions on Pennsylvania Chemicals construction project.  Will be resident on the project and perform and/or supervise the labor relations function on that job. Participates in regional and/or national labor contract negotiations, as necessary. Provides supervision to assigned personnel at field projects.  Directs the work of assigned personnel in an office location.
Essential Duties and Responsibilities:
  • Supervises Labor Relations staff members.
  • Monitors daily labor relations activities and provides advice and guidance to labor relations and construction personnel in the resolution of labor disputes, grievances and work stoppages to prevent construction schedule delays.
  • Represents Great Arrow Builders in meetings with international union officials to discuss such items as: the resolution of labor disputes, workforce shortages, referral of apprentices, and minority and female manual construction workers, as they pertain to Pennsylvania Chemicals.
  • Works with Legal department representatives on pending legal actions arising from labor disputes on construction projects and operating facilities.  Ensures Legal department is provided with required documentation.  Serves as witness when required.
  • Represents the Labor Relations department in business development meetings with potential clients.  Supervises the preparation of information and data to be discussed at these meetings, including local area surveys on manual workforce availability, productivity and compensation, available local housing, labor trends and practices, and proposed project plan and/or project agreement.
  • Represents Great Arrow Builders in pre-negotiation meetings for project and national labor agreements.  Develops strategies and tactics and supervises and/or participates in the negotiation sessions, as necessary.
  • Reviews site policies and practices and recommends changes for the approval of the Site Management.
  • Remains cognizant of labor laws and related legislation applicable to manual construction employees.
  • Supervises research and collection of data input for special labor studies. 
  • Participates in Labor Relations personnel planning and development by conducting performance evaluations for subordinate personnel, recommending salary actions and reassignments, and interviewing and recommending applicants for job openings.
  • Interfaces with the project’s Health, Safety, Security and Environmental management regarding development and implementation of safety-related issues on construction projects.
  • Supervises the development and implementation of process improvement initiatives with union officials and construction management.
  • Perform other duties as assigned by manager/supervisor.
  • Experience in supervising labor relations functions on direct hire and construction management construction projects; experience with the National Construction Agreement or similar agreement preferred.
  • Broad knowledge of labor and employment laws as they apply to construction workers.
  • Broad knowledge of organizational structure and work practices of labor unions and construction industry trends and developments.
  • Knowledge of legal procedures in the handling of law suits arising from labor disputes.
  • Skills in written and verbal communication.
  • Experience in developing and maintaining department policies and procedures and required corporate reports.
  • Ability to manage client and labor union relations on a complex project.
