Essential Duties & Responsibilities:
  • Responsible for the development, implementation, and operation of a fully-compliant integrated physical and industrial security program, including:
    • Manage all aspects of the National Industrial Security Program (NISP) and other security activities for the company.
    • Serve as company liaison with the Defense Security Services (DSS), clients and team partners on security matters.
    • Provide security support to all company operating locations. Develop, implement, and maintain security policies, plans, procedures and associated manuals to meet Government regulations and contract-specific requirements, including but not limited to personnel security, document control, visitor control, and facility and equipment accreditation.
  • Establish import/export jurisdiction and requirements for license generation and tracking and for support of submitted licenses throughout U.S.  Government review and approval processes.
    • Lead and coordinate the administration of export licenses ensuring adherence to Company policies, applicable laws, and regulations.
    • Identify export issues, develop solutions, and provide guidance to management to resolve issues while ensuring the export compliance process supports business objectives.
    • Remain current on commercial/government/international laws, regulations and/or practices affecting export licenses.
    • May act as primary contact for export compliance activities and issues with internal and external sources.
  • Responsible for property management system.
    • Maintain logs and property records.
    • Provide reporting as required.
    • Coordinate and serve as Company representative for property audits.
  • Maintain the strict confidentiality of sensitive information.
  • Develop and provide periodic training to Company personnel to maintain awareness of laws, regulations, and practices regarding security, export control, and property management.
  • Maintain, update, and enforce Company security, export control, and property management policies and procedures.
  • Other duties as assigned or required.

Required Education and Experience:
  • Typically requires a Bachelor’s degree in Business, Science, Engineering, or a related field and nine or more years of progressively complex security, import/export and property compliance related experience with at least three of those years in management.  May substitute equivalent experience in lieu of education.
  • Demonstrate an extensive technical expertise and application of security, import/export and property compliance principles, concepts, and practices as well as management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must possess the ability to resolve moderately complex management and technical problems, serve as spokesperson on assigned projects and/or programs.  Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with others.  Must be able to effectively communicate with engineers and scientists as well as all levels of management.  Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
  • Five years’ experience in industrial and personnel security required.
  • Knowledge of and experience with the National Industrial Security Program Operating Manual (NISPOM) and related statutes, regulations and guidelines, and the Joint Personnel Adjudication System (JPAS) is required.
  • Ability to obtain and maintain a DoD security clearance is required.

Work Environment / Physical Requirements:
This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  This is largely an office environment role; with some filing is required.  This would require the ability to lift files, open filing cabinets and bending or standing on a stool as necessary.
 
Position Type / Expected Hours of Work:
This is a full-time position, and hours of work and days are Monday through Friday, 8 hours per day. 
 
Travel Requirements:
Some travel to Navatek’s branch office in Rhode Island and to other locations will be required.
 
Work Authorization / Security Clearance / Certification Requirements
Due to the sensitive nature of the work, candidates must be able to obtain and maintain DoD security clearance.
