JOB SUMMARY:
The Contracts Administrator is responsible for providing professional government contracting support to the Contracts Manager as well as our professional engineering staff and vendors. This position requires at least 3 years of government contracting experience as well as excellent organization and
communication skills.


ESSENTIAL DUTIES & RESPONSIBILITIES:
Prime Contracts
  • Review and interpret contract requirements and budgetary information, provide contract summaries and contract briefs/revisions, and ensure that the company is compliant with all requirements.
  • Interpret applicable FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulation Supplement) definitions and requirements for each contract award and subcontract.
  • Prepare and submit FAR/DFARS certified cost or pricing data, which may include providing purchasing support to obtain multiple, verifiable quotes.
  • Understand and apply government accounting concepts such as DCAA provisional billing rates, fringe, overhead, etc., to contracts and proposals.
  • Prepare, administer, and coordinate proposals, bids, orders, contracts, and specifications in a timely and efficient manner.
  • Use risk analysis and management techniques to plan and monitor contract performance to ensure that costs, schedule, and performance are effectively controlled and managed within established guideline.
  • Analyze contract problems, evaluating customer requirements, schedules, and budgets, and coordinating corrective action as necessary in liaison with other departments and the Contracts Manager.
  • Maintain and update contract billings, reviewing them with project engineers and accounting, and aid in resolving problems concerning work performed and billing discrepancies.
  • Review cost on invoices and ensure DD Form 250 Material Inspection and Receiving Reports 
  • (MIRR)/Receiving Reports (RR) are prepared with supporting documentation for government approval.
  • Assist with the administration and compliance of Government Property.

Subcontracts
  • Author, modify, and negotiate subcontract agreements, including teaming, non-disclosure, cost plus fixed fee, firm fixed price, purchase order, and other agreements as needed.
  • Maintain awareness of and follow up with subcontractors’ contractual requirements and provide support for project engineers.
  • Support proposal negotiations with vendors.
  • Allocate subcontract cost and work with accounting to update job cost data.

Additional Functions
  • Perform contract and subcontract close-out activities.
  • Prepare additional data and/or correspondence as may be required by corporate management for technical and administrative support.
  • Travel to other office locations (CONUS and OCONUS) may reach 10 percent of work time.
  • Other duties as assigned.

EDUCATION and EXPERIENCE:
  • Bachelor's degree in Business or related field.
  • 3-plus years’ related work experience.
  • Master's degree in Business or related field preferred.
  • Experience with Wide Area Work Flow (WAWF) preferred.

POSITION REQUIREMENTS:
  • U.S. Citizenship required.
  • Ability to obtain a government security clearance.
  • Possess a deep knowledge of government contracts and subcontracts.
  • experience with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other contracting regulations while working for a prime contractor and/or subcontractor on U.S. Federal Government contracts.
  • Professional demeanor with strong organizational and time management skills.
  • Experience with various contract types including Cost Reimbursable and Firm Fixed Price.
  • Proficiency with Microsoft Office products, including Excel and PowerPoint.
  • Proven ability to communicate effectively with a variety of stakeholders in writing and verbally.
  • Ability to be a team player but also able to be a strong independent contributor 
  • Strong analytical and problem-solving skills and attention to detail.
  • Strong interpersonal skills and ability to form and build relationships.
  • Ability to maintain confidentiality.
  • Willingness to learn.


This position will be located in Portland, ME or South Kingstown, RI. Employment is contingent upon successfully passing an employee background check and post-offer drug screen.
