JOB SUMMARY:

The Director of Programs is responsible for high-quality, on-time and on-budget execution of all engineering and scientific programs at the company. This includes a portfolio of 30+ research and development programs for DoD, NASA, and other U.S. government agencies that can range from small business grants to large (>$30m) multi-year programs and may include U.S. government acquisition programs of record. The successful candidate will work with each of the project managers to oversee, organize and shape research and development programs to ensure that all objectives and milestones are achieved.

In this role, the Director of Programs will work closely with senior leadership and executives to understand and execute the company’s strategic vision which involves a sustainable expansion of offices and projects across the country. The Director of Programs will develop and execute a plan across projects to ensure timelines, budgets, and profitability are met. The Director of Programs ensures that the project managers have adequate tools and staffing resources to achieve their project objectives.

Important duties also include communicating progress and highlighting risks, timeline delays, and other issues to senior leadership and executives.

The ideal candidate will have 15 or more years of direct experience in engineering project management and project portfolio management and demonstrated proficiency with engineering design and construction. ESSENTIAL FUNCTIONS:
 
  • Programmatic management direction of programs of varying size and complexity.
  • Functional programmatic oversight of 10+ project managers or 120+ multi-disciplinary engineers, scientists, and technicians.
  • Responsibility for tracking cost, schedule, and meeting top-level technical objectives over the duration of each program.
  • Assistance with proposal writing.
  • Responsibility for reporting key performance indicators.
  • Clearly communicate concepts and ideas with engineers at varied experience levels.
  • Representing the company in an inward and outward facing leadership position by proactively and effectively communicating with coworkers, customers, subcontractors, and vendors.
  • Collaborate with contracting, purchasing, and compliance teams.
  • Maintain familiarity and top-level performance with all ongoing projects and research initiatives at the company.
  • Work with contracts department to review U.S. government contracts of various types (CPFF, FFP, T&M) for terms and conditions that have an impact on programs, including the Contract Data Requirements List (CDRL) and government security restrictions.
  • Consistent and reliable office hours are required for this job.
  • Occasional travel is required for this job.

EDUCATION AND EXPERIENCE:
  • Master’s degree in engineering from an accredited college or university.
  • 10+ years of engineering experience.
  • Supervisory experience.
  • Project management experience.
OR
  • Bachelor’s degree in engineering from an accredited college or university.
  • 15+ years of engineering experience.
  • Supervisory experience.
  • Project management experience.

SKILLS/TECHNICAL KNOWLEDGE:
  • Extensive experience managing U.S. Department of Defense projects is highly desirable.
  • Experienced managing budgets and schedules with ability to convey information to varied levels of staff.
  • Strategic planning: analyzes work, sets goals, develops plans of action, and utilizes time effectively.
  • Knowledge of machine design, structures, and systems.
  • Exceptional written and verbal communication skills.
  • Ability to balance multiple tasks in a fast-paced environment, while working strongly with others in a team.
  • MS Project experience.
  • EVM experience a plus.
  • Project Management Professional (PMP) certification is a plus.

REQUIREMENTS
  • U.S. Citizenship.
  • Ability and willingness to obtain a U.S. Government SECRET security clearance.
This position is based in Honolulu, HI or Arlington, VA.
