JOB SUMMARY:

The Capture Manager is responsible for on-time, high-quality submissions of all Navatek proposals. This includes proposals to support the DoD, NASA, and other U.S. government agencies that can range from small business grants to large proposals (>$10m) for multi-year programs. The Capture Manager will support the Business Development team and function as a proposal manager to ensure all active proposals are submitted on-time with little to no assistance from the Business Development team.

In this role, the Capture Manager will work with internal Business Development staff and Navatek leadership to help execute strategy to drive Navatek’s growth through pursuit of competitive work. The Capture Manager will be responsible for supporting the full Business Development life cycle process. Tasks associated with this role may include scope definition, capture planning, writing white papers and request for information responses, proposal timeline development, proposal submission, and tracking bid and proposal expenditures to ensure cost-effective proposal development.

Important duties also include communicating progress and highlighting risks, timeline delays, and other issues to senior leadership and executives.

The ideal candidate will have 5 or more years of direct experience in capture management for DoD or other federal agency opportunities. This is a unique opportunity to play a central role in the growth within an innovative and rapidly-growing science and technology company.

ESSENTIAL FUNCTIONS:
  • Lead principal investigators and program managers in the development of proposals for new opportunities to meet tight timelines
  • Ensure cost estimates developed to support work proposed meets requirements of proposal submission
  • Prioritize day-to-day capture management and proposal management tasking for efficient completion of competitive proposals
  • Assist Business Development team and senior leadership with proposal pursuit decisions
  • Maintain pipeline report for Business Development team and senior leadership
  • Lead Business Development use of new ERP system
  • Responsibility for reporting key performance indicators for proposal pursuits
  • Clearly communicate concepts and ideas with engineers at varied experience levels.
  • Represent the company in an inward and outward-facing leadership position by proactively and effectively communicating with coworkers, customers, subcontractors, and vendors.
  • Collaborate with contracting, purchasing, and compliance teams.
  • Maintain familiarity and top-level performance with all ongoing projects and research initiatives at the company.
  • Work with Director of Programs to ensure competitive pursuits do not impact performance on current programs
  • Consistent and reliable office hours are required for this job.
  • Occasional travel is required for this job.

EDUCATION AND EXPERIENCE:
  • Bachelor’s degree in engineering, business, or related field required, advanced degree desired
  • 5+ years of proposal or capture management experience desired
  • Project management experience desired
  • Experience with OTAs and Federal Government proposal submission portals desired

SKILLS/TECHNICAL KNOWLEDGE:
  • Experience in capture management or proposal management for U.S. Department of Defense projects is highly desirable.
  • Experience managing budgets and schedules with the ability to convey information to varied levels of staff.
  • Strategic planning: analyzes work, sets goals, develops plans of action, and utilizes time effectively.
  • Exceptional written and verbal communication skills.
  • Ability to balance multiple tasks in a fast-paced environment, while working strongly with others in a team.
  • MS Project experience.

REQUIREMENTS
  • U.S. Citizenship.
  • Ability and willingness to obtain a U.S. Government SECRET security clearance.
This position is based in South Kingstown, RI or Arlington, VA.
