Essential Tasks:
  • Manages the administration and supervision of the Clerk and Comptroller to the Board of County Commissioners. Including quality and quantity of group work, planning, scheduling and goal setting for individuals and projects.
  • Oversees the Clerk’s function as the Clerk/Auditor and Accountant to the Board of County Commissioners.
  • Manages the maintenance of the central accounting system consistent with established and accepted accounting principles and practices and with the constitutional responsibilities of the Clerk and County Comptroller.
  • Continuously review Federal Regulations, Florida Statues, Government Auditing/Accounting Standards and county ordinances and communicate with staff to ensure compliance.
  • Schedule and coordinate the performance of independent audits of county funds.
  • Review results of audits performed by State & Federal auditors, private CPA's and subordinates
  • Confers with persons responsible for accounting expenditures and maintaining financial records
  • Manage pre-auditing of invoices and collecting and recording of revenue vouchers.
  • Compile and prepare reports - financial, statistical and narrative. 
  • Assist the County's bond fiscal agents in the preparation and marketing of County bond issues and post debt issuance compliance.
  • Oversee and manage preparation of County's financial reports, including all required financial statements.
  • Supervise the maintenance of all financial records of the BoCC.
  • Oversee the operation and maintenance of the County payroll system.
  • Prepare and deliver the annual performance evaluation of department managers and functional analysts.
  • Fosters and encourages a teamwork environment among all staff.
  • Manage assigned areas of operations in the Comptroller to the BoCC Department including quality and quantity of group work, planning, scheduling and goal setting for individuals and projects.
  • Supervise assigned employees in the Comptroller to the BoCC Department.  Responsible for the overall direction, coordination and evaluation of the assigned area of responsibility.
  • Carry out management responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Foster and encourage a teamwork environment through the effective hiring, orienting and coaching of department staff.
  • Provide written and up-to-date procedures in assigned areas pertaining to work performed in the Comptroller to the BoCC Department.
  • Complete, maintain and process pertinent paperwork and records, including requests for daily, monthly and quarterly reports as required.
  • Effectively communicate in person and in writing with other county agencies, various BoCC departments, Division Directors and other Clerk's Office personnel.
  • Maintain a thorough knowledge of department operations, encourage staff involvement for high quality productivity and constructive interactions with other BoCC departments.
  • Attend scheduled and unscheduled management meetings, schedule regular staff meetings and facilitate staff leadership involvement.
  • Assist with oversight of all areas of operation of the Comptroller to the BoCC in accordance with generally accepted accounting principles; Florida Statutes and BoCC approved policies.
  • Responsible for specific oversight of Treasury, Accounts Receivable, Clerk to the Board and Value Adjustment Board procedures, records and reportin, including post debt issuance compliance.
  • Being able to work in a constant state of alertness and safe manner.
  • Assist in the scheduling, coordinating and preparation of the County's financial statements, reports and supplemental schedules as may be required by the contractual agreements and/or state regulations.
  • Plan, monitor and schedule projects in all areas of division as assigned by the division director.

Minimum Skills/Qualifications:
  • Bachelor's degree in Accounting from an accredited four-year college or university; minimum of 5 years related experience in accounting or auditing and Certified Public Accountant License required. Experience in governmental accounting preferred..
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals. 
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. 
  • Ability to apply concepts of basic algebra.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  •  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work with staff as a leader of a team and to work with other team leaders and administration in a supportive, productive, cordial, cooperative and positive manner.
  • Ability to develop and maintain teamwork leadership with staff under his/her direction.
  • Ability to type accurately at a rate of 30 wpm.

Hiring rate: $72,080 - $105,652.80
Monday - Friday; 8:00am - 5:00pm
