Job Summary
The Network Infrastructure and Security Supervisor provides leadership and expertise on networking, security, storage, and server systems. The incumbent will be primarily responsible for the configuration and daily operations of the network, server infrastructure, and security systems. This position supervises and sets priorities for the infrastructure team responsible for network, security, storage, and server administration; ensures systems meet security and operational requirements; identifies and resolves related issues; designs, configures, deploys, and maintains the comprehensive infrastructure. Assists staff in evaluating, installing, configuring, and deploying new infrastructure components; works with team to enhance existing infrastructure throughout the enterprise.
This supervisor position requires a high level of technical skills to perform the work of those supervised and a high level of verbal and written communication skills, interpersonal skills, and professionalism to achieve excellent teamwork and customer service.
The Supervisor will manage and maintain the City's infrastructure through best practices to ensure stable operation and the appropriate utilization of infrastructure resources. This includes developing, maintaining, supporting, and optimizing key functional areas, particularly network, server, and security infrastructure.

SUPERVISION RECEIVED AND EXERCISED
The Infrastructure and Security Supervisor receives general direction from the Information Technology Director. Position requires the exercise of considerable independent judgment and initiative. The employee will define priorities and develop methods and routines.

Supervises the Infrastructure team. Coordinates and oversees the activities of the Infrastructure team to achieve desired objectives. Monitors daily activities of the Infrastructure team; provides guidance and assistance whenever needed and provides feedback for improvements.

ESSENTIAL DUTIES
Essential and other important duties and responsibilities may include, but are not limited to, the following:

Assist in creating, implementing, maintaining, and enforcing policies, procedures and associated plans for system security administration and user system access based on industry-standard best practices.

Assist in designing, implementing, and maintaining a disaster recovery plan for storage systems, databases, networks, servers, and software applications.

Conduct research on emerging products, services, protocols, and standards supporting network and security enhancement and development efforts.

Deploy, manage, and maintain all network, server, and security systems and their corresponding or associated software, including firewalls, intrusion detection systems, and endpoint protection.

Plans, organizes, coordinates, and directs various operating and support functions for cloud and on-premise systems and services, including security, networking, and deployments.

Work with the Information Technology Director to develop business case justifications and cost/benefit analyses for technology funding and initiatives, prepare RFPs and bid proposals, negotiate contracts and scopes of work, and other documentation for infrastructure projects and associated efforts.

Develop security policies and processes to protect assets and infrastructure from external or internal threats and ensure that the City complies with statutory and regulatory requirements regarding information access, availability, security, and privacy.

Perform ongoing risk assessments and audits to ensure that infrastructure and systems are adequate and meet HIPAA, CJIS, and other requirements.

Test performance of infrastructure, server security, storage, and backup components and provide performance statistics and reports; develop strategies for maintaining infrastructure components.

Monitor server and workstation logs, firewall logs, intrusion detection logs, and network traffic for unusual or suspicious activity. Monitor and respond to alerts from external and third-party providers. Interpret activity and make recommendations for resolution.

Recommend, schedule (where appropriate), and apply fixes, security patches, disaster recovery procedures, and any other measures required to prevent or recover from a security breach.

Assist in security awareness campaigns.

Works towards maintaining awareness of new technologies and advances in the profession.
QUALIFICATIONS
This position is subject to a pre-employment background check, including fingerprints, a lie detector, and a criminal history check.

Experience and Education

Graduation from an accredited four-year college or university with a major in computer science, management information systems, or a related field;

Five years of progressively responsible experience in planning, configuring, deploying, and administering a network infrastructure. 

Three years in a lead or supervisory role responsible for supporting the network infrastructure, security, servers, and storage systems.

Five (5) years of increasing responsibility in:
TCP/IP networking, including routing, switching and VLANs
LAN/WAN/WLAN configuration and administration
Microsoft Server technologies, including Active Directory and Group Policy
Enterprise storage systems, including NAS and SAN technologies
Virtual infrastructures and virtualization techniques
Firewall and intrusion detection/prevention systems

Knowledge, Skills and Abilities

Skill and experience with Enterprise defense tools and technologies such as network security monitoring technologies, firewalls, IPS/IDS, endpoint protection software and data encryption tools.

Skill and experience with backup and recovery strategies and reporting tools. Microsoft Azure Cloud Services, development, design, scalability and implementations; Hybrid and multi-cloud design principles; Microsoft Office 365 services, Teams, SharePoint, workflow automation, ADFS and/or Azure Active Directory Services and SSO; Deployment, administration, operations and maintenance of networks, security, servers, storage and desktop technologies.

Licenses and Certifications
Valid Texas Driver's License

Preference may be given to applicants with certifications such as GSEC, CCNA, CISSP, CCSP and SSCP.
          
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Tasks involve the ability to exert light physical effort in sedentary light work. Still, lifting, carrying, pushing, and pulling objects and materials of up to 50 pounds will be necessary. Tasks may involve extended periods sitting at a keyboard or workstation. Employees will require frequent use of hands and fingers to operate a computer keyboard, mouse, and handle other computer components. Some tasks require visual and sound perception and oral communication ability. Employees must walk or stand for long periods and lift equipment commonly found in computer rooms, such as servers, routers, and switches. The work environment is fast-paced and requires multitasking and managing multiple projects at any given time. Creativity, problem-solving skills, and a desire to learn are requirements for this position.
